ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

About provision of other interbudget transfers from the federal budget to budgets of subjects of the Russian Federation for rendering address financial aid to the citizens of Ukraine having the status of the refugee or who were granted provisional asylum in the territory of the Russian Federation and living in premises of citizens of the Russian Federation, in 2014 and 2015

The government of the Russian Federation decides:

1. Approve the enclosed Rules of provision of other interbudget transfers from the federal budget to budgets of subjects of the Russian Federation for rendering address financial aid to the citizens of Ukraine having the status of the refugee or who were granted provisional asylum in the territory of the Russian Federation and living in premises of citizens of the Russian Federation, in 2014 and 2015.

2. Provide address financial aid:

a) to the citizens of Ukraine living in premises of citizens of the Russian Federation recognized as refugees or who were granted provisional asylum in the territory of the Russian Federation and jointly living with them to members of their families provided that specified persons drove on the territory of the Russian Federation no later than July 15, 2014 and addressed to territorial authorities of the Federal Migration Service with the petition for recognition by the refugee in the territory of the Russian Federation or the statement for provision of provisional asylum in the territory of the Russian Federation no later than August 1, 2014;

b) to the citizens of Ukraine who arrived from the Donetsk and Luhansk regions of Ukraine, recognized as refugees or were granted provisional asylum in the territory of the Russian Federation (to minors, disabled people, men 60 years are more senior, to women 55 years in case of submission of the documents confirming their age and (or) availability of disability in accordance with the legislation of the Russian Federation are more senior), provided that specified persons drove on the territory of the Russian Federation no later than October 15, 2014 and addressed to territorial authorities of the Federal Migration Service with the petition for recognition by the refugee in the territory of the Russian Federation or the statement for provision of provisional asylum in the territory of the Russian Federation no later than November 1, 2014, for the actual accommodation in premises of citizens of the Russian Federation from November 1 to December 31, 2014.

3. To provide to the Ministry of Finance of the Russian Federation:

the direction of necessary funds for implementation of the subitem "an" of Item 2 of this resolution according to Item 13 of part 1 of article 23 of the Federal law "About the Federal Budget for 2014 and for Planning Period of 2015 and 2016" and allocation to the Federal Migration Service of budgetary appropriations of the federal budget in the amount of 66, 63 million rubles;

the direction of necessary funds for implementation of subitems "an" and "b" of Item 2 of this resolution according to Item 10 of part 1 of article 21 of the Federal law "About the Federal Budget for 2015 and for Planning Period of 2016 and 2017" and allocation to the Federal Migration Service of budgetary appropriations of the federal budget in the amount of 220889, 7 thousand rubles.

4. To the Federal Migration Service in 3-day time to approve:

approximate form of the agreement on provision of other interbudget transfers from the federal budget to budgets of subjects of the Russian Federation for rendering address financial aid to the citizens of Ukraine having the status of the refugee or who were granted provisional asylum in the territory of the Russian Federation and living in premises of citizens of the Russian Federation, in 2014;

the commitment form on transfer of other interbudget transfers for rendering address financial aid to the citizens of Ukraine having the status of the refugee or who were granted provisional asylum in the territory of the Russian Federation and living in premises of citizens of the Russian Federation, in 2014;

report form about execution of conditions of provision of other interbudget transfers, and also about efficiency of implementation of expenses which source of financial provision are other interbudget transfers.

Rules of provision of other interbudget transfers from the federal budget to budgets of subjects of the Russian Federation for rendering address financial aid to the citizens of Ukraine having the status of the refugee or who were granted provisional asylum in the territory of the Russian Federation and living in premises of citizens of the Russian Federation, in 2014 and 2015

1. These rules establish procedure and conditions of provision in 2014 and 2015 of other interbudget transfers from the federal budget to budgets of subjects of the Russian Federation for rendering address financial aid to the citizens of Ukraine living in premises of citizens of the Russian Federation recognized as refugees or who were granted provisional asylum in the territory of the Russian Federation and in the cases provided by this resolution jointly living with them to members of their families (further respectively - other interbudget transfers, address financial aid, persons having the status of the refugee or who were granted provisional asylum) concerning which the main distributor of the means of the federal budget provided for provision to budgets of subjects of the Russian Federation of other interbudget transfers is the Federal Migration Service.

2. Other interbudget transfers are provided according to summary budget list of the federal budget within the budgetary appropriations provided by the Federal Law on the federal budget for the corresponding financial year and planning period and limits of the budget obligations approved in accordance with the established procedure to the Federal Migration Service on the purposes specified in Item 1 of these rules.

3. Other interbudget transfers are provided to budgets of subjects of the Russian Federation in the territory of which there are persons having the status of the refugee or who were granted provisional asylum for the purpose of rendering in 2014 and 2015 of address financial aid.

4. Provision of other interbudget transfers is performed based on the agreement between the Federal Migration Service and the supreme executive body of the government of the subject of the Russian Federation on provision of other interbudget transfers imprisoned in the form approved by the Federal Migration Service (further - the agreement), providing following provisions:

a) conditions of provision of other interbudget transfers;

b) data on the regulatory legal act of the subject of the Russian Federation establishing payment commitment of the subject of the Russian Federation on which execution other interbudget transfers are provided;

c) purpose of other interbudget transfers;
