For the purpose of increase in efficiency of work on social protection of persons with limited opportunities of health, including children, and determination of requirements to the services provided to specified persons in the sphere of social servicing according to article 7 of the Law of the Kyrgyz Republic "About the guaranteed state minimum social standards" the Government of the Kyrgyz Republic decides:

1. Approve the enclosed state minimum social standards of the social services provided to persons with limited opportunities of health including to children, in the semiportable organizations and organizations of social servicing.

2. To the Ministry of Labour and social development of the Kyrgyz Republic to provide carrying out explanatory work on application of the state minimum social standards of the social services provided to persons with limited opportunities of health including to children, in the semiportable organizations and organizations of social servicing.

3. To impose control of execution of this resolution on department of social development of Government office of the Kyrgyz Republic.

4. This resolution becomes effective from the date of official publication.

The state minimum social standards of the social services provided to persons with limited opportunities of health including to children, in the semiportable organizations and organizations of social servicing

1. General provisions

1. These state minimum social standards of the social services provided to persons with limited opportunities of health including to children, in the semiportable organizations and organizations of social servicing (further - social standards) are developed according to the Constitution of the Kyrgyz Republic, conventions of the UN "About the child's rights" and "About the rights of disabled people", the laws of the Kyrgyz Republic "About the guaranteed state minimum social standards", "About bases of social servicing of the population in the Kyrgyz Republic" and "About the rights and guarantees of persons with limited opportunities of health".

2. These social standards establish amount, conditions and procedure for provision of social services in the semiportable organizations and organizations of social servicing (further - the centers of social servicing), irrespective of the patterns of ownership intended for long (for up to 6 months) and temporary stay.

3. The centers of social servicing are intended for rendering social services in the afternoon days (from four to ten hours in day) to the following categories of citizens (further - receivers of services):

1) to the children with limited opportunities of health aged from 1,5 up to 18 years needing rendering social services in the conditions of semi-hospital owing to:

- intellectual backwardness of easy and moderate degrees, including in the presence of gross violations of the motive functions complicating training in auxiliary classes of the relevant specialized boarding schools (the person which are not moving without assistance, not serving themselves in the gravity of motive violations, requiring individual care);

- intellectual backwardness of heavy and deep degrees;

- weak-mindednesses after the postponed organic damages of brain;

2) to children with violations of the musculoskeletal device aged from 4 up to 18 years, needing rendering social services in the conditions of semi-hospital;

3) to persons with limited opportunities of health (further - LOVZ) needing rendering social services in the conditions of semi-hospital owing to:

- intellectual backwardness of easy and moderate degrees, including in the presence of gross violations of motive functions, not moving without assistance, not serving itself in the gravity of motive violations, requiring individual care;

- intellectual backwardness of heavy and deep degrees;

- weak-mindednesses after the postponed organic damages of brain;

4) LOVZ with violations of the musculoskeletal device needing rendering social services in the conditions of semi-hospital.

If necessary, the centers of social servicing render services of night stay for the needing receivers of services.
