The agreement on cooperation in the field of book publishing, book trading and polygraphy

of April 16, 2004

The State Parties of the Commonwealth of Independent States on behalf of the governments, further - the Parties,

considering that development and strengthening of the relations of friendship, neighborliness and cooperation are equitable to radical interests of their people, and also relying on centuries-old traditions of cultural communication between them,

confirming the commitment to observance of international standards in the field of the human rights affirmed in such fundamental documents as the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights

being guided by agreements of the Commonwealth of Independent States on cooperation in the humanitarian sphere,

showing care of strengthening of cultural and scientific potential of future generations,

agreed as follows:

Article 1

The parties develop mutually beneficial and equal cooperation in the field of book publishing, book trading and polygraphy within the Commonwealth of Independent States (further - the Commonwealth), promote realization of the approved interstate policy of support of book case and forming of positive public opinion in protection of the book.

Article 2

The parties shall provide, according to the national legal system, free exchange of the book products reflecting different aspects of history, economy, policy, science and culture, creating for this purpose optimum legal and economic conditions.

Article 3

The parties on the basis of the national legal system create conditions of the most favored treatment for activities of their publishing and knigorasprostranitelsky organizations, in every possible way promoting development and implementation of joint programs of release of the socially important nursery, educational, scientific and technical, reference books, works of art of national classics and modern writers, separate books, series and other printed materials.

Article 4

The parties encourage direct connections and direct contacts between publishing houses, the book-selling and printing companies and the organizations, associations and associations, and also exchange of specialists (publishers, booksellers, printers, translators) for implementation of joint projects.

Article 5

The parties promote release in the states of printed materials in languages of the people and ethnic minorities living in the territories of the Parties, to deliveries and free distribution of similar editions from other State Parties of the Commonwealth including on contractual basis - textbooks for educational institutions.

Article 6

The parties develop cooperation in the field of the national bibliographic and statistical recording of the editions appearing in the State Parties of the Commonwealth, exchange of the relevant information.

Article 7

The parties expand interaction in the solution of scientific and technical problems, questions of development of the printing companies and organizations, uses of their capacities, material logistics and field service, and also cooperate in development of the legal base and application of technical standards in the field of book publishing and polygraphy taking into account the national legal system.

Article 8

The parties regularly exchange book exhibitions on bilateral and multilateral bases, creating favorable conditions for expansion and deepening of such exchanges, and promote participation of publishers and booksellers of the states in the international book fairs held in the territories of the Parties.

Article 9

The parties will hold (serially in each state) meetings of heads of the relevant ministries and departments with participation of representatives of associations and associations of publishers, booksellers and printers for mutual information and determination of perspectives of further cooperation.

For practical coordination of questions of interaction of the Party can create the commissions and working groups if necessary.

Article 10

Settlement between legal entities of the Parties on development and implementation of specific projects and programs of cooperation in the field of book publishing, book tradings and polygraphies will be made on the basis of the relevant agreements.

Article 11

In case of disputes in case of interpretation and accomplishment of this agreement they will be permitted by negotiations or consultations between relevant organs of the Parties.

Article 12

This agreement becomes effective from date of delivery to depositary of the third notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.

For the Parties which performed interstate procedures later the Agreement becomes effective from date of delivery to depositary of the adequate notice.

Article 13

By mutual consent of the Parties changes and additions which are drawn up by the separate protocol which is integral part of this agreement and becoming effective according to the procedure, stipulated in Article the 12th this agreement can be made to this agreement.

Article 14

This agreement is open for accession of the State Parties of the Commonwealth of Independent States dividing its provisions and ready to assume liabilities following from this agreement. For the joining state the Agreement becomes effective from date of delivery to depositary of documents on accession.

For the states which are not entering the Commonwealth of Independent States, dividing Agreement provisions, accession is performed with the consent of all Parties by transfer to depositary of documents on such accession. Accession is considered become effective from date of delivery to depositary of the last message on consent to such accession.

Article 15

This agreement is effective within 5 years from the date of its entry into force. After this term operation of the Agreement is automatically prolonged every time for the five-year period if the Parties do not make other decision.

Article 16

Each of the Parties can leave this agreement, having sent the written notice to depositary not later than 6 months to exit.

It is made in the city of Cholpon-At on April 16, 2004 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.
