Declare invalid the order of the Minister of Transport and Communications of the Republic of Kazakhstan of September 29, 2012 No. 652 "About approval of regulations of the state services in the sphere of civil aviation" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 8072, No. 71 published in the Kazakhstanskaya Pravda newspaper of April 12, 2014 (27692), in the Bulletin of regulatory legal acts of the central state bodies of the Republic of Kazakhstan, March, 2013 No. 3, the Art. 12).

3. To committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, official publication in mass media, including on Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan, and placement it on the intranet portal of state bodies;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction of the copy on official publication in information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";

4) submission to Legal department of the Ministry of Transport and Communications of the Republic of Kazakhstan of data on state registration and about the direction on publication in mass media within 5 working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Issue of Certificates on State Registration of Civil Aircrafts of the Republic of Kazakhstan"

1. General provisions

1. The state service "Issue of Certificates on State Registration of Civil Aircrafts of the Republic of Kazakhstan" (further - the state service) is rendered based on Item 2 of article 45 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft", and also according to the Standard of the state service "Issue of Certificates on State Registration of Civil Aircrafts of the Republic of Kazakhstan" approved by the order of the Government of the Republic of Kazakhstan of April 25, 2014 No. 400 (further - the Standard), "About questions of rendering by the Ministry of Transport and Communications of the Republic of Kazakhstan of the state services in the sphere of flight operation and maintenance of the flight validity", Committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan (further - the service provider).

2. Documents acceptance for rendering the state service and issue of results of rendering the state service is performed through office of the service provider or through the web portal of "the electronic government": www.e.gov.kz.

3. Form of rendering the state service: paper and (or) electronic.

The head of the service provider within two hours of the working day considers 2) provided the documents of uslugopoluchatel necessary for rendering the state service, and sends them to the chief of the department of the flight validity of the service provider (further - Management);

The chief of the department within two hours of the working day considers 3) provided the documents of uslugopoluchatel necessary for rendering the state service, and sends them to the chief expert (expert) of Management;

4) the chief expert (expert) of Management in time no more than 17 working days from the date of receipt of the submitted documents of uslugopoluchatel necessary for rendering the state service and other documents of uslugopoluchatel.

5) the head of the service provider signs the certificate (the duplicate of the certificate) and transfers them to the chief expert (expert) Control;

6) the chief expert of Management within 15 minutes grants the certificate in case of personal visit of uslugopoluchatel on receipt in register and registration of the granted certificates (duplicates of the certificate).

7. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) registration of the submitted documents of uslugopoluchatel necessary for rendering the state service, in office of the service provider and transfer to their head of the service provider;

2) the resolution of the head of the service provider for consideration to the chief of the department;

3) the resolution of the chief of the department for consideration to the chief expert (expert) of Management;

4) registration by the chief expert (expert) of Management of the certificate (the duplicate of the certificate) and its transfer for signing to the head of the service provider;

5) issue of the certificate (duplicate of the certificate) to uslugopoluchatel.

3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

8. In the course of rendering the state service the following structural divisions (workers) of the service provider participate:

1) employee of office of the service provider;

2) managements of the service provider;

3) chief of the department;

4) chief expert (expert) of Management.

9. The description of the sequence of procedures (actions) between structural divisions (workers) of the service provider:

The employee of office of the service provider within two hours registers 1) provided the documents of uslugopoluchatel necessary for rendering the state service, in the magazine of registration of incoming correspondence and sends to their head the service provider;

The head of the service provider within one working day considers 2) provided the documents of uslugopoluchatel necessary for rendering the state service, and sends them to the chief of the department;

6) the chief expert (expert) of Management within 15 minutes grants the certificate in case of personal visit of uslugopoluchatel on receipt in register and registration of the granted certificates (duplicates of the certificate).

4. The description of procedure for use of information systems in the course of rendering the state service
