About approval of the Regulations on accreditation of journalists and technical media men under the Verkhovna Rada of Ukraine

The Verkhovna Rada of Ukraine decides:

1. Approve Regulations on accreditation of journalists and technical media men under the Verkhovna Rada of Ukraine which is applied.

2. Consider No. 798 which voided the Order of the Chairman of the Verkhovna Rada of Ukraine of September 6, 2011 "About approval of the Regulations on procedure for accreditation of journalists, media men under the Verkhovna Rada of Ukraine".

3. This Resolution becomes effective from the date of its acceptance.

Regulations on accreditation of journalists and technical media men under the Verkhovna Rada of Ukraine

1. Accreditation of journalists and technical media men under the Verkhovna Rada of Ukraine is carried out according to the Constitution of Ukraine, the Regulations of the Verkhovna Rada of Ukraine, the laws of Ukraine "About information", "About printing mass media (press) in Ukraine", "About television and broadcasting", "About news agencies", "About procedure for publicizing of activities of public authorities and local government bodies in Ukraine by mass media", this provision and other regulatory legal acts.

2. The purpose of accreditation is:

ensuring openness and publicity of activities of the Verkhovna Rada of Ukraine, its bodies, People's Deputies of Ukraine;

assistance to journalists, technical media men in accomplishment of the professional obligations by them;

provision of opportunities for the comprehensive, unbiased and balanced interpretation by journalists, technical media men of activities of the Verkhovna Rada of Ukraine.

3. Accreditation of journalists and technical media men under the Verkhovna Rada of Ukraine is performed on voluntary basis and provides fair accomplishment by journalists and technical media men of their professional obligations with observance of requirements of the Constitution, the laws of Ukraine, other regulatory legal acts, regulations of professional ethics and the moral principles of society.

Accreditation of journalists and technical media men under the Verkhovna Rada of Ukraine is carried out by the Press service of the Office of the Verkhovna Rada of Ukraine (further - the Press service) by provision of individual accreditation cards (further - accreditation cards) for term of office of the Verkhovna Rada of Ukraine of the next convocation.

Journalists and technical media men who are not accredited under the Verkhovna Rada of Ukraine can order in the Press service one-time the omission.

4. Issues accreditation cards the press service:

to journalists and technical media men, registered in the procedure established by the law, - on representation of mass media;

to journalists and technical workers who are not regular or freelance employees of mass media, - according to the application in person on condition of confirmation of professional accessory.

5. The accreditation card grants the right of entrance to premises of the Verkhovna Rada of Ukraine in the presence at the journalist or the technical worker of the identity document (the passport or the editorial certificate).

6. The admission to buildings and certain premises of the Verkhovna Rada of Ukraine is performed taking into account general regime of work of parliament. For safety, procedure and procedures of work of the Verkhovna Rada of Ukraine, sanitary, fire protection and other standards the admission to buildings and certain premises of the Verkhovna Rada of Ukraine can be limited.

7. Accreditation cards provide the right of entrance of journalists and technical workers to:

bed of the press and lobby of session part of the house on Ulitsa Grushevskogo, 5 (except the session hall) during the meetings of the Verkhovna Rada of Ukraine through entrance No. 1;

the respective buildings of the Verkhovna Rada of Ukraine during the briefings, press conferences, the round tables open for mass media of other actions;

the respective buildings of the Verkhovna Rada of Ukraine during the committee meetings, the temporary commissions of the Verkhovna Rada of Ukraine if the committee, by the temporary commission does not make the decision on holding private meeting.

8. Journalists and technical workers by accreditation cards have the right of free entrance to open sessions of committees, temporary commissions of the Verkhovna Rada of Ukraine (about holding private meeting committee, the temporary commission makes the relevant decision).

9. Accreditation of journalists and technical media men under the Verkhovna Rada of Ukraine is performed by the Press service in the presence of representation of mass media or the statement of the journalist, the technical worker.

9.1. In representation of domestic mass media on the form of edition signed by the head of mass media (or other authorized person) are specified:

its full name;

date and number of state registration;

address of the editorial office;

e-mail address (in the presence);

surname, name and middle name of the journalist(s), technical employee(s) of mass media concerning which representation is brought;

numbers of means of communication.

9.2. Copies of identity documents of the journalist(s), technical worker(s) (the passport or the editorial certificate), and on 2 photos on everyone declared person of 30х40 mm in size are attached to representation.

9.3. Mass media in representation can provide the additional information about mass media (surname, name, the head's middle name, phone numbers of the head, phone numbers, the fax and the e-mail address of service of information of mass media).

9.4. In representation of foreign mass media are specified:

full name the Ukrainian, English languages and in language of country of source;

address of the editorial office;

numbers of means of communication of correspondent office in Ukraine and the e-mail address (in the presence);

surname, name and middle name of the journalist(s), technical employee(s) of mass media concerning which representation is brought.

9.5. Copies of identity documents of the journalist(s), technical worker(s) (the passport, the editorial certificate or the press card), and on 2 photos on everyone declared person of 30х40 mm in size are attached to representation.

9.6. In statements of the journalist and technical worker which are or are not regular or freelance employees of domestic or foreign mass media, are specified:

surname, name and middle name;

address;

number of the means of communication;
