Regulations on Council of interethnic concord

1. Council of interethnic concord (further - Council) is advisory advisory body of the Cabinet of Ministers of Ukraine.

2. In the activities Council is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of Council are:

1) assistance to ensuring coordination of actions of executive bodies concerning the state ethnonational policy, protection of the rights of ethnic minorities and indigenous people;

2) preparation of offers on forming and realization of the state ethnonational policy directed to observance of the rights of ethnic minorities and indigenous people, preserving interethnic concord in the Ukrainian society, non-admissions of emergence of the international conflicts, manifestations of discrimination on racial, national, language and religious signs; enhancements of the legislation on appropriate questions.

4. Council according to the tasks assigned to it:

1) promotes forming and realization of the state ethnonational policy, protection of the rights of ethnic minorities and indigenous people;

2) is carried out by the analysis of condition and origins of problematic issues in implementation process of the state ethnonational policy, protection of the rights of ethnic minorities and indigenous people;

3) studies results of activities of executive bodies, local government bodies, companies, organizations and organizations in the sphere of the international relations, protection of the rights of ethnic minorities and indigenous people;

4) participates in preparation and project development of regulatory legal acts, international treaties concerning the international relations, protection of the rights of ethnic minorities and indigenous people;

5) represents to the Cabinet of Ministers of Ukraine the recommendations developed by results of the work and the offer.

5. Council has the right:

To receive 1) in accordance with the established procedure from executive bodies, local government bodies, the companies, organizations and the organizations information necessary for accomplishment of the tasks assigned to it;

2) to recruit in the work representatives of executive bodies, local government bodies, the companies, organizations and the organizations (in coordination with their heads), and also independent experts, scientists, representatives of public associations of ethnic minorities and indigenous people (in consent);

To form 3) in case of need for accomplishment of the tasks assigned to it constants or temporary work groups;

4) to organize holding of conferences, seminars, meetings and other actions for questions which concern its competence.

6. Council in case of accomplishment of the tasks assigned to it interacts with state bodies, local government bodies, the companies, organizations and the organizations, public associations of ethnic minorities and indigenous people, institutes of civil society.

7. The official structure of Council affirms the Cabinet of Ministers of Ukraine.

The staff of Council affirms its chairman.

8. Form of work of Council are meetings which are held according to the decision of the chairman of the board, but at least once in three months.

9. The meeting of Council is conducted by its chairman, and in its absence - the vice-chairman.

10. Preparation of materials for consideration at meetings of Council provides structural division of the Secretariat of the Cabinet of Ministers which provides activities of the Government representative for ethnonational policy.

11. The meeting of Council is considered competent if at it there are more than a half of her members.

12. At the meetings Council develops offers and recommendations about the questions which are within its competence.

Offers and recommendations are considered approved if more than a half of the members of council who are present at meeting voted for them.

In case of equal distribution of voices the chairman's voice at meeting is decisive.

Offers and recommendations are fixed in the minutes which are signed presiding over meeting and goes to all members of council and the Cabinet of Ministers of Ukraine.

The member of council who does not support the offer (recommendation) can state in writing the special opinion which is applied to the minutes.

13. Offers and recommendations of Council can be realized by adoption by the Cabinet of Ministers of Ukraine of the decision which draft is introduced by executive body according to the powers.

14. Council uses in work the form with the name.

15. Organizational and information support of activities of Council performs the Secretariat of the Cabinet of Ministers of Ukraine.
