The Council of Ministers of the Republic of Belarus DECIDES:
1. Approve Regulations on procedure for pricing (rates) for the natural and liquefied gas, electrical and heat energy it (is applied).
2. To the Ministry of Economics, the Department of Energy in three-months time to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.
3. This resolution becomes effective after its official publication.

1. This Provision establishes procedure for pricing (rates) which are subject to state regulation on:
the natural gas released to consumers in the Republic of Belarus by the gas supplying organizations which are part of the national production association on fuel and gasification of Beltopgaz (further – the gas supplying organizations);
the liquefied gas (except for gas of the hydrocarbonic road transport liquefied for gas station) released to consumers in the Republic of Belarus by the gas supplying organizations (further – the liquefied gas);
the electrical energy released to consumers in the Republic of Belarus by the power supplying organizations being part of the national production association of power industry of Belenergo (further – the power supplying organizations);
the heat energy released to consumers in the Republic of Belarus by the power supplying organizations.
2. This Provision is developed for the purpose of:
ensuring balance of consumer interests, gazo-and the power supplying organizations, the republican unitary enterprise "Belarusian Nuclear Power Plant" (further – the state company "Belarusian NPP");
creations of the conditions stimulating economical expenditure with the population of the natural and liquefied gas, electrical and heat energy;
receipts of necessary profit for stable functioning and development gazo-and the power supplying organizations, the state company "Belarusian NPP".
3. In this Provision terms in the values established by the regulatory legal acts governing the relations in the field of financial accounting and also the following main terms and their determinations are used:
the basic price for natural gas – monetary value of cost of unit of the natural gas released to consumers in the Republic of Belarus in the standard conditions of pressure, temperature and quality according to technical regulatory legal acts providing cost recovery, connected with acquisition, distribution and sale of unit of natural gas, tax and non-tax payments (excluding tax on value added), stipulated by the legislation (further if other is not determined, – tax and non-tax payments), and also the means required for expanded reproduction of the gas supplying organizations for this type of activity;
