Approve the enclosed Regulations on procedure and terms of approval and approval of candidacies to position of the head of the scientific organization which was under authority of the Federal Agency for Scientific Organizations.

Regulations on procedure and terms of approval and approval of candidacies to position of the head of the scientific organization which was under authority of the Federal Agency for Scientific Organizations

1. This Provision determines procedure and terms of approval and approval of candidacies to position of the head of the scientific organization which was under authority of the Federal Agency for Scientific Organizations (further respectively - the candidate, the scientific organization).

2. The candidate for the terms established by the Ministry of science and the higher education of the Russian Federation represents the following materials to the specified Ministry:

a) the questionnaire in the form approved by the Ministry of science and the higher education of the Russian Federation;

b) the statement for the consent to promotion and on processing of personal data;

c) copy of the identity document;

d) the copy of the service record certified in accordance with the established procedure;

e) the copy of the document on the higher education and about qualification;

e) copy of documents on academic degree, academic status;

g) two photos of 3 cm x 4 cm in size;

h) information on admission availability to the data which are the state secret;

i) list of scientific works of the candidate;

j) the list of theses of the doctors and candidates of science prepared in case of scientific consultation or under scientific management of the candidate;

k) basic provisions of the development program of the scientific organization (no more than 2 pages of the typewritten text);

l) recommendations of promotion of the candidate by the academic council of the scientific organization, and (or) department (bureau of department) of the Russian Academy of Sciences, and (or) group of members of the Russian Academy of Sciences (3), and (or) presidium of Council in case of the President of the Russian Federation for science and education, and (or) the Ministry of science and the higher education of the Russian Federation suffice.

3. The ministry of science and the higher education of the Russian Federation directs materials, stipulated in Item 2 this provision (further - materials), on all candidates for approval for presidium of the Russian Academy of Sciences after 10 days from the date of the termination of the term specified in Item 2 this provision.

4. The presidium of the Russian Academy of Sciences considers materials and makes on them the decision within 10 working days.

The decision of presidium of the Russian Academy of Sciences made on candidates (about approval or nonagreement), in the form of minutes abstract with materials goes to the Ministry of science and the higher education of the Russian Federation within 3 working days from the date of adoption of such decision.

5. In case of nonagreement presidium of the Russian Academy of Sciences of any of the presented candidacies or approval only of one candidate the Ministry of science and the higher education of the Russian Federation establishes new term for submission by candidates of materials to the specified Ministry.

6. The ministry of science and the higher education of the Russian Federation within 3 working days from the date of receipt of the decision of presidium of the Russian Academy of Sciences accepted concerning candidates (about approval or nonagreement), and materials posts the specified decision on the official site on the Internet and directs materials of the candidacies approved by presidium of the Russian Academy of Sciences (2) together with the decision of presidium of the Russian Academy of Sciences on approval in the commission on personnel problems of Council in case of the President of the Russian Federation for science and education suffice.

7. The commission on personnel problems of Council in case of the President of the Russian Federation for science and education considers materials and makes the relevant decision.

The decision of said commission made on candidates (about approval or disapproval), in the form of minutes abstract with materials goes to the Ministry of science and the higher education of the Russian Federation within 3 working days from the date of adoption of such decision.

8. In case of disapproval by the commission on personnel problems of Council in case of the President of the Russian Federation for science and education of any of the presented candidacies or approval only of one candidate the Ministry of science and the higher education of the Russian Federation establishes new term for submission by candidates of materials to the specified Ministry.

9. The minister of science and the higher education of the Russian Federation within 5 working days from the date of receipt of the decision of the commission on personnel problems of Council in case of the President of the Russian Federation for science and education about approval of the presented candidacies (2) suffice and materials publishes the order about approval of candidacies to position of the head of the scientific organization.

The specified order within 3 working days is posted on the official site of the Ministry of science and the higher education of the Russian Federation on the Internet and goes to the relevant scientific organization for elections in the procedure established by the charter of the scientific organization.
