According to Item 3 of article 24-1 of the Law of the Republic of Kazakhstan of September 21, 1994 "About transport in the Republic of Kazakhstan" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed requirements to the technical means used in case of examination of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage.

2. This resolution becomes effective since July 1, 2014 and is subject to official publication.

Requirements to the technical means used in case of examination of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage

1. General provisions

1. Requirements to the technical means used in case of examination of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage are developed according to Item 3 of article 24-1 of the Law to the Republic of Kazakhstan of September 21, 1994 "About transport in the Republic of Kazakhstan" (further - requirements).

2. These requirements determine technical and functional characteristics of the technical means used in case of examination of passengers and persons, visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage.

3. On all objects of transport infrastructure the technical means conforming to requirements of the legislation of the Republic of Kazakhstan in the field of technical regulation and metrology, and also sanitary and epidemiologic wellbeing of the population regarding radiation safety are established.

4. Requirements to the technical means used in case of preflight examination of passengers, the things which are in case of them including cabin baggage and baggage, at the airport, are established by the order of the Government of the Republic of Kazakhstan of July 18, 2011 No. 829 "About approval of certified requirements for the organization of examination by service of aviation safety of the airport and requirements to the technical means used in case of examination".

5. In case of examination on objects of transport infrastructure of the passengers and persons visiting objects of transport infrastructure, the things which are in case of them including cabin baggage and baggage, the following technical means are used:

1) stationary metaldetectors (metaldetectors);

2) portable (manual) devices;

3) X-ray-television installations;

4) the equipment for detection of explosive, narcotic and dangerous chemicals.

2. Requirements to stationary metaldetectors (metaldetectors)

6. Stationary metaldetectors (metaldetectors) are intended for detection on body of the person and in his clothes cold and firearms, metallic destructive devices (grenades) prohibited to bringing of different types of metallic production manufactured and shall be executed in the form of stationary devices of arch or rack type.

Stationary metaldetectors (metaldetectors) shall have:

1) high probability of detection of subjects to search;

2) selectivity in relation to the metal objects permitted to bringing on the protected object;

3) capability of the maximum adaptation to surrounding situation (including metallic subject);

4) big noise immunity from external sources of electromagnetic radiations;

5) homogeneous sensitivity of detection in all amount of controlled space;

6) capability of easy reconfiguration on detection of different mass of metal;

7) the admissible level of influence on the implanted electropacemakers and magnetic data carriers;

8) opportunity to make diagnostics and repair on site of operation;

9) opportunity to ensure if necessary functioning in the round-the-clock mode.

7. Stationary metaldetectors (metaldetectors) are completed with documentation sufficient for maintenance of their regular and safe operation, serviceable condition and repair consisting of the maintenance manual and the complete technical description on product with diagnostics methods.

3. Requirements to portable (manual) devices

8. Portable (manual) devices shall:

1) to provide detection and, in case of need, recognition of ferrous and non-ferrous metals and their alloys;

2) to provide reconfiguration on detection of different mass of metal;

3) to have possibility of using in case of joint operation with stationary metaldetectors;

4) to allow to make diagnostics and repair on site of operation;

5) to provide duration of continuous work from the autonomous power source at least 10 hours.

9. Portable (manual) devices shall have the admissible level of influence on the implanted electropacemakers and magnetic data carriers.

4. Requirements to X-ray-television installations

10. X-ray-television installations are intended for recognition of metal and nonmetallic firearms, its details, ammunition of all calibers, grenades and other types of weapon of fragmental/discontinuous action, knives, bludgeons, swords, explosive substances of military and commercial assignment, detonators and clock mechanisms, electric and electronic products, sources of electrical power.

11. The arrangement of the conveyor of X-ray-television installations shall be low (height over floor height of 300 mm).

12. X-ray-television installations shall have:

1) following basic opportunities: separation of objects on the image on six flowers depending on atomic number and density, increase on 9 sites of the image, measurement of atomic number, archive of the image, the color and black-and-white image, continuous viewing, consistently repeated increase in the image, the powerful drive of tape of the conveyor, the high-quality image, possibility of connection of the printer;

2) the design providing protection against impact of X-radiation;

3) the X-radiation level which is not allowing to break integrity of film photographic materials, electronic media in case of their tenfold transmission through the working area of X-ray-television installations;

4) the light alarm of inclusion of X-radiation, blocking providing switching off of X-radiation in case of violation of integrity of protective shields and interruption in supply of current flow in case of exceeding of operational loadings and defect;

5) opportunity to make diagnostics and repair on site of operation;
