About approval of the Method of calculation of total amount of contractor's work, indexes of physical amount of contractor's work and amount of construction works

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of total amount of contractor's work, indexes of physical amount of contractor's work and amount of construction works it (is applied) and to enact it since calculation of total amount of contractor's work, indexes of physical amount of contractor's work and amount of construction works for January, 2014.

2. This resolution becomes effective since February 3, 2014.

Method of calculation of total amount of contractor's work, indexes of physical amount of contractor's work and amount of construction works

Chapter 1. General provisions

1. This Technique establishes procedure of payments of total amount of contractor's work, indexes of physical amount of contractor's work and amount of construction works.

The total amount of contractor's work, indexes of physical amount of contractor's work are calculated National Statistical Committee:

monthly – across the Republic of Belarus, areas and the city of Minsk;

quarterly – across the Republic of Belarus, areas and the city of Minsk; to the types of economic activity classified in the section F "Construction" of the nation-wide qualifier of the Republic of Belarus of OKRB 005-2011 "Types of economic activity" approved by the resolution of the State committee on standardization of the Republic of Belarus of December 5, 2011 No. 85 (further – the section F "Construction").

The amount of construction works is calculated National Statistical Committee monthly across the Republic of Belarus, areas and the city of Minsk. 

2. In this Technique the following terms and their determinations are applied:

the accounting period – the period for which comparison is made;

the basic period – the period with which comparison is made;

amount of contractor's work – the works performed by own forces on contracts (contracts) of the construction contract with customers (builders), classified by types of economic activity in the section F "Construction" and also works on own construction of the organizations which core activity is classified in the section F "Construction";

index of physical amount of contractor's work – relative statistics which are determined by the relation of amount of contractor's work of the accounting period to the basic period calculated in the comparable prices;

amount of construction works – amount of the contractor's work performed by legal entities (separate divisions of legal entities) and the works performed by individual entrepreneurs and persons involved by them according to employment or civil contracts, by the form economic activity "Construction";

index of physical amount of construction works – relative statistics which are determined by the relation of amount of construction works of the accounting period to the basic period calculated in the comparable prices.

Chapter 2. Information base for calculation of total amount of contractor's work and amount of construction works

3. Starting information base for calculation of total amount of contractor's work and amount of construction works are primary statistical data in the following forms of the state statistical reporting:

12-is (construction) "The report on accomplishment of contractor's work" (further - form 12-is (construction));

The 1-megapixel "Report on financial and economic activities of the small organization" (further - form 1-megapixel);

The 1-megapixel (micro) "Report on financial and economic activities of the microorganization" (further – form 1-megapixel (micro)) when carrying out continuous state statistical observation (extrapolated primary statistical data – when carrying out selective state statistical observation).

4. For calculation of amount of the construction works performed by individual entrepreneurs are used:

administrative data of the Ministry of Taxes and Tax Collection on the number of the individual entrepreneurs and persons involved by them according to employment or civil contracts, who are engaged in the types of economic activity classified in the section F "Construction";

official statistical information on form of the state statistical observation 4-t (employment) "The questionnaire on studying of employment of the population" (further – form 4-t (employment)).

Chapter 3. Calculation of total amount of contractor's work

5. Calculation of total amount of contractor's work is perfromed by the accruing result since the beginning of accounting year on the following formula:

 where – the total amount of contractor's work for the accounting period;  

 – amount of the contractor's work performed by the organizations, being respondents in form 12-is (construction) for the accounting period;

 – adjustment of amount of the contractor's work performed by the microorganizations and the small organizations, their separate divisions (further – the microorganizations and the small organizations), not being respondents in form 12-is (construction), for the accounting period;

 – adjustment of amount of the contractor's work performed by the microorganizations and the small organizations, being respondents in form 12-is (construction) for the first two months of every quarter.

6. Adjustment of amount of contractor's work is performed step by step.

7. At the first stage adjustment of amount of contractor's work on the microorganizations and the small organizations, not being respondents in form 12-is (construction) is made.
