For the purpose of enhancement of activities of the federal state unitary enterprise "Goznak", preserving and development of its scientific and potential production I decide:

1. Accept government proposal of the Russian Federation about transformation of the federal state unitary enterprise "Goznak" (St. Petersburg) in Goznak open joint stock company which 100 percent of shares is in federal property.

2. Determine that action of Items 2.1.4 and 2.1.12 of the State program of privatization of the state and municipal companies in the Russian Federation approved by the Presidential decree of the Russian Federation of December 24, 1993 No. 2284 "About the State program of privatization of the state and municipal companies in the Russian Federation" does not extend to the federal state unitary enterprise "Goznak".

3. Determine as priority activities of Goznak open joint stock company production of bank notes, change and commemorative coins, state awards of the Russian Federation, forms of identity documents of the citizen of the Russian Federation in the territory of the Russian Federation and beyond its limits, government securities, excise and special stamps, signs of mail payment, special types of the protected paper, including with watermarks, forms of documents of strict accounting and the reporting which form affirms the President of the Russian Federation, the Government of the Russian Federation or federal executive bodies, and also personalisation, storage and document handling for the benefit of state bodies.

c) bring the acts into accord with this Decree.
