Rules of provision under agreements of social hiring of the premises of housing stock of the Russian Federation belonging on the right of operational management to federal state-funded educational institution of higher education "Lomonosov Moscow State University" and federal state-funded educational institution of higher education St. Petersburg State University

1. These rules establish procedure for provision under agreements of social hiring of the premises of housing stock of the Russian Federation belonging on the right of operational management to federal state-funded educational institution of higher education "Lomonosov Moscow State University" and federal state-funded educational institution of higher education St. Petersburg State University which according to the housing legislation of the Russian Federation are carried to housing stock of social use (further respectively - organizations, the agreement of social hiring, premises), the following categories of citizens:

a) the citizens who are employees of the specified organizations, recognized needing the premises provided under agreements of social hiring, on the bases, the stipulated in Clause 51 Housing code of the Russian Federation;

b) the citizens who are constantly living in the rooms belonging on the right of operational management to the specified organizations and which are not carried to housing stock of social use in which these citizens were installed based on orders or exchange orders issued till February 28, 2005 according to the legislation of USSR and RSFSR.

2. Premises under agreements of social hiring are provided according to the decision of the relevant commissions formed in organizations by orders of heads of these organizations for the purpose of providing with premises the these rules of categories of citizens specified in Item 1 (further - the commission). Heads of these organizations regulations on the commissions also affirm and their structures are determined.

3. The citizens belonging to one or at the same time to both categories specified in Item 1 of these rules and persons interested to exercise the right to provision of premises by it under agreements of social hiring, submit to the commission the application for provision of premises (further - the statement).

4. The following documents are enclosed to the application:

a) the identity document of the applicant (the passport copy or the document, it replacing);

b) the documents confirming the applicant's belonging to the corresponding category of the citizens having the right to filing of application:

for the citizens specified in the subitem "an" of Item 1 of these rules the copy of the document confirming their employment relationships with organization (the copy of the service record) is submitted;

for the citizens specified in the subitem "b" of Item 1 of these rules copies of the documents which formed the basis for their installation in the rooms belonging on the right of operational management to organizations and which are not carried to housing stock of social use (the copy of the order or the exchange order issued till February 28, 2005 according to the legislation of USSR and RSFSR) are represented;

c) the documents confirming family composition of the applicant (the single housing document or the statement from the house register and the copy of financial personal account, the copy of the marriage certficate, the copy of the certificate of birth of the child);

d) documents on the rights of the applicant and members of his family considered in case of registration of the applicant on the premises which are available for them;

e) the copy of the document confirming the applicant's right to the additional area of premises (when such right is provided in cases by the Housing code of the Russian Federation).

5. At the initiative of the applicant in addition to the documents specified in item 4 of these rules other documents which, according to the applicant, have essential value for adoption by the commission of the decision on statement it on accounting also can be submitted to the commission.

6. Copies of the documents provided by items 4 and 5 these rules shall be certified in accordance with the established procedure or provided with presentation of the original.

7. The procedure for reception of applications from the citizens specified in Item 3 of these rules, statements of such citizens accounting, conducting their accounting and their removal from accounting, and also conducting check of housing conditions of the citizens accepted on accounting is determined by regulations on the commission.

8. Premises under agreements of social hiring are provided to the citizens accepted on accounting by the commission according to the procedure of priority proceeding from time of acceptance of such citizens for accounting, except as specified, established by part 2 of article 57 of the Housing code of the Russian Federation.

9. If several members of one family belong to the categories of citizens specified in Item 1 of these rules, on accounting for provision of premises under the agreement of social hiring one of family members is accepted (at their choice). In case of death or recognition by court it is unknown the absent or died family member who is the citizen accepted on accounting by the commission, its accounting case is renewed on other family member belonging to the categories of citizens specified in Item 1 of these rules.
