Charter of federal state budgetary institution "Russian Academy of Architecture and Construction Sciences"

I. General provisions

1. The Russian academy of architecture and construction sciences (further - Academy) is created by the Presidential decree of the Russian Federation of March 26, 1992 No. 305 "About the organization of the Russian academy of architecture and construction sciences".

2. The academy is the state academy of Sciences - the non-profit organization created in the form of federal state budgetary institution.

3. Founder and the owner of property of Academy is the Russian Federation.

Functions and powers of the founder and the owner of federal property of Academy on behalf of the Russian Federation are performed by the Government of the Russian Federation.

The separate functions and powers of the founder of Academy provided by this charter are performed by the Ministry of Construction and Housing and Communal Services of the Russian Federation.

The separate functions and powers of the owner of federal property of Academy provided by this charter are performed by Federal Agency for State Property Management.

c) the conclusion and termination of the employment contract with the president of Academy;

d) decision making about reorganization or liquidation of Academy;

e) implementation of other functions and powers of the founder in accordance with the legislation of the Russian Federation.

5. The Ministry of Construction and Housing and Communal Services of the Russian Federation performs the following functions and powers of the founder:

a) forming and approval of the state task for rendering the state services (performance of works) (further - the state task) according to the core activities provided by this charter;

b) determination of procedure for creation and approval of the plan of financial and economic activities of Academy according to the requirements established by the Ministry of Finance of the Russian Federation;

c) determination of procedure for creation and approval of the report on results of activities of Academy and about use of the property assigned to it according to the general requirements established by the Ministry of Finance of the Russian Federation;

d) establishment of procedure for determination of payment for physical persons and legal entities for the services (works) relating to core activities of Academy, rendered (carried out) by it over the established state task and also in the cases determined by the Federal Laws within the established state task;
