1. Form the Interdepartmental commission on strategy implementation of development of state policy of the Russian Federation concerning the Russian Cossacks till 2020.

2. Approve the enclosed Regulations on the Interdepartmental commission on strategy implementation of development of state policy of the Russian Federation concerning the Russian Cossacks till 2020.

3. Abolish the working group on preparation of offers on normative regulation of questions of state policy concerning the Russian Cossacks and public service of the Russian Cossacks.

4. Recognize invalid:

the order of the Government of the Russian Federation of August 23, 2007 No. 1110-r (The Russian Federation Code, 2007, No. 35, the Art. 4363);

the order of the Government of the Russian Federation of December 4, 2007 No. 1733-r (The Russian Federation Code, 2007, No. 50, the Art. 6319);

the order of the Government of the Russian Federation of March 17, 2009 No. 323-r (The Russian Federation Code, 2009, No. 13, the Art. 1566);

the order of the Government of the Russian Federation of December 16, 2013 No. 2365-r (The Russian Federation Code, 2013, No. 51, the Art. 6916).

Regulations on the Interdepartmental commission on strategy implementation of development of state policy of the Russian Federation concerning the Russian Cossacks till 2020

I. General provisions

1. The interdepartmental commission on strategy implementation of development of state policy of the Russian Federation concerning the Russian Cossacks till 2020 (further respectively - Strategy, the Commission) is the collegiate organ coordinating interaction of federal executive bodies, executive bodies of subjects of the Russian Federation (further - executive bodies), local government bodies and the organizations for the purpose of strategy implementation.

2. The commission in the activities is guided by the Constitution of the Russian Federation, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, decisions of Russian President's Council for Cossack Affairs and this Provision.

II. Tasks and functions of the Commission

3. The main objectives of the Commission are:

a) coordination of work on strategy implementation and control of its realization;

b) analysis of the course of strategy implementation, preparation of offers on its enhancement.

4. The following functions are assigned to the Commission:

a) coordination of interaction of executive bodies, local government bodies and organizations for the purpose of strategy implementation;

b) project development of plans of strategy implementation;

c) control of preparation and implementation of actions for strategy implementation, and also analysis of results of these activities;

d) preparation of annual reports on the strategy implementation course;

e) efficiency evaluation of actions for strategy implementation;

e) generalization of work experience on strategy implementations and approval of recommendations for executive bodies, local government bodies and the organizations for increase in efficiency of this work.

III. Procedure for forming and activities of the Commission

5. The commission is created as a part of the commission chairman, his deputy, members of the commission and the responsible secretary.

The structure of the Commission affirms the Government of the Russian Federation.

7. Commission chairman:

a) will organize work of the Commission and provides control of execution of its decisions;

b) determines the list, terms and procedure for consideration of questions on commission sessions;

c) will organize advance and routine planning of work of the Commission;

d) will organize preparation of reports in the Government of the Russian Federation on the questions entering competence of the Commission;

e) represents the Commission in relations with executive bodies, local government bodies and the organizations.

8. In the absence of the commission chairman its duties are fulfilled by the vice-chairman of the Commission.

9. The commission for implementation of the functions has the right:

a) interact on the questions entering competence of the Commission with relevant organs of the executive authority, local government bodies and the organizations, to receive from them in accordance with the established procedure required materials and information;

b) use in accordance with the established procedure information databases of the federal executive bodies provided to the Commission;

c) attract in accordance with the established procedure to implementation of analytical and expert works of scientists and specialists;

d) create working groups and other working bodies for the purpose of studying of the questions concerning strategy implementation and also for preparation of drafts of relevant decisions of the Commission.

10. Work of the Commission is carried out according to the plan which is annually approved by the commission chairman.

11. Responsible secretary of the Commission:

a) renders assistance to the commission chairman and his deputy in the organization of work of the Commission;

b) requests for preparation of materials for the regular meeting of the Commission necessary information from members of the commission, executive bodies, local government bodies and the organizations;

c) performs actions for planning of activities of the Commission;

d) will organize preparation and carrying out commission sessions;

e) will organize bringing materials of the Commission to data of members of the commission, and also executive bodies, local government bodies and the organizations;

e) exercises control of execution of decisions of the Commission at the request of the commission chairman;

g) draws up protocols of commission sessions.

12. Commission sessions, including exit, are carried out as required, but at least 2 times a year. If necessary emergency meetings of the Commission can be held.

In case of impossibility of presence of the member of the commission at meeting he has the right to direct the authorized person to meeting or to state the opinion on cases in point in writing.
