According to article 91 of the Code of civil protection of Ukraine, Item 5 of the Procedure for carrying out training of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection of the Cabinet of Ministers of Ukraine approved by the resolution of October 23, 2013 819, and for the purpose of increase in efficiency of functioning of the educational and methodical centers of the sphere of civil protection I order to No.:

1. Approve Standard regulations on territorial rates, the educational and methodical centers of civil protection and health and safety which is applied.

2. Department of legal providing the Ministry of Internal Affairs of Ukraine (D.V.'s Gorbas) to provide submission of this order on state registration in the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. Recognize invalid the order of the Ministry of Emergency Situations of Ukraine of April 23, 2002 as No. 107 "About approval of the Standard regulations on territorial rates, the educational and methodical centers of civil protection and health and safety", the order of the Ministry of Emergency Situations of Ukraine registered in the Ministry of Justice of Ukraine on July 26, 2002 for No. 610/6898, of August 31, 2005 No. 174 "About modification and amendments in the order of the Ministry of Emergency Situations of Ukraine of 23.04.2002 No. 107", No. 1143 registered in the Ministry of Justice of Ukraine on October 18, 2005 for No. 1226/11506,приказ of the Ministry of Emergency Situations of Ukraine of August 27, 2012 "About modification of the Standard regulations on territorial rates, the educational and methodical centers of civil protection and health and safety", registered in the Ministry of Justice of Ukraine on September 25, 2012 for No. 1647/21959.

Regulations on territorial rates, educational and methodical centers of civil protection and health and safety

I. General provisions

1.1. Territorial rates of civil protection and health and safety (further - territorial rates), the educational and methodical centers of civil protection and health and safety (further - the Centers) are organizations of education system in the field of civil protection which provide functional training (advanced training of purpose) of administrative board and specialists whose activities are connected with the organization and implementation of the actions for questions of civil protection (further - functional training) providing provision of other educational services methodical escort of subjects of managing who provide training of the population in actions in extraordinary, emergencies and in the conditions of act of terrorism.

II. Tasks and powers of Territorial rates, centers

2.1. The main tasks of Territorial rates, the centers are:

carrying out functional training;

implementation of methodical maintenance of practical preparation at the companies, in organizations, the organizations of special object doctrines, trainings concerning civil protection;

implementation of special training of persons involved by the companies, organizations, the organizations in briefings, training and examination concerning civil protection, fire and technogenic safety;

enhancement of forms and methods of carrying out at the companies, in organizations and the organizations of special object doctrines, trainings concerning civil protection, rendering the methodical help to pedagogical workers of institutions and organizations of education concerning civil protection;
