For the purpose of realization of Item 2 of article 16 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", PRIKAZYVAYU:

1. Approve the enclosed Regulations of the state service "Coordination of Purchase and Sale, Transfer to Lease or Trust Management of Power Generation Facilities and (or) Its Separate Parts irrespective of Patterns of Ownership".

2. Declare invalid the order of the acting minister of the industry and new technologies of the Republic of Kazakhstan of October 5, 2012 No. 363 "About approval of Regulations of the state service "Coordination of Purchase and Sale, Transfer to Lease or Trust Management of Power Generation Facilities and (or) Its Separate Parts irrespective of Patterns of Ownership" (registered in the Register of state registration of regulatory legal acts under No. 8045 of October 30, 2012 published in the Kazakhstanskaya Pravda newspaper of April 17, 2013 No. 134-135 (27408-27409).

3. To department of power industry and coal industry of the Ministry of the industry and new technologies of the Republic of Kazakhstan (Esimkhanov S. K.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after day of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in mass media and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of the industry and new technologies of the Republic of Kazakhstan;

4) within ten working days after day of state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of the industry and new technologies of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the Vice-minister of the industry and new technologies of the Republic of Kazakhstan Dzhaksaliyev B. M.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Coordination of Purchase and Sale, Transfer to Lease or Trust Management of Power Generation Facilities and (or) Its Separate Parts irrespective of Patterns of Ownership"

1. General provisions

1. The state service appears the Ministry of the industry and new technologies of the Republic of Kazakhstan (further - the Service provider), including through the web portal of "the electronic government" www.egov.kz (further - the portal).

2. Form of rendering the state service - electronic (partially automated) and (or) paper.

3. Result of rendering the state service - the letter coordination of purchase and sale, transfer to lease or trust management of power generation facilities and (or) its separate parts.

Form of provision of result of rendering the state service: electronic and (or) paper.

2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

The basis for the procedure (action) for rendering the state service is the statement or electronic request of uslugopoluchatel with application of documents according to Item 9 of the Standard of the state service "Coordination of Purchase and Sale, Transfer to Lease or Trust Management of Power Generation Facilities and (or) Its Separate Parts irrespective of Patterns of Ownership" approved by the order of the Government of the Republic of Kazakhstan of March 13, 2014 No. 235.

5. Operations procedure of employees of structural divisions when rendering the state service, procedures (action), and the sequence of their accomplishment, including stages of passing of all procedures (actions) by each structural division:

the procedure 1 - the responsible of office of the service provider performs acceptance and document registration, sends to their management the service provider within 1 working day;

the procedure 2 - management of the service provider imposes the resolution and sends them for consideration to the director of the department of the service provider within 1 working day;

the procedure 3 - the department director determines the executive in charge of department and transfers it documents within 1 working day;

condition 1 - completeness of the document package provided by uslugopoluchatel;

the procedure 4 - the specialist of department considers documents of uslugopoluchatel regarding completeness of the submitted documents, prepares and submits result of rendering the state service for consideration to the department director within 2 working days;

the procedure 5 - the department director vises result of rendering the state service and transfers to the signature to management of the service provider within 1 working day;

the procedure 6 - management of the service provider signs result of rendering the state service and transfers him to the specialist of department within 1 working day;

procedures 7 and 8 - the specialist of department sends result of rendering the state service for registration to office of the service provider, the clerk of the service provider registers and issues result of rendering the state service to uslugopoluchatel purposely or directs by mail within 1 working day.

6. The result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action) is specified in appendix 1 to these regulations:

1) the direction of documents to management for imposing of the resolution the direction;

2) imposing of the resolution;

3) imposing of the resolution, sending to the executive in charge;

4) transfer of the letter coordination with materials to the Department director;
