About approval of the National plan for prevention of human trafficking and fight against it for 2014-2016 and modification of the Order of the Government No. 472 of March 26, 2008.
For the purpose of execution of article 7 of the Law No. 241-XVI of October 20, 2005 on prevention of human trafficking and fight against it (The official monitor of the Republic of Moldova, 2005, Art. No. 164-167, 812), with subsequent changes and amendments, DECIDES: the Government
1. Approve the National plan for prevention of human trafficking and fight against it for 2014-2016 it (is applied).
2. Implementation of the actions included in the National plan for prevention of human trafficking and fight against it for 2014-2016 is provided with the organizations given authority in the field taking into account the terms of realization, priorities and resources established for the account and within the assignments approved for the corresponding years and also other sources which are not forbidden by the law.
3. To the ministries, other central and administrative authorities of local public authority responsible for implementation and accomplishment of planned activities, times a half-year to represent to Permanent secretariat of National committee on fight against human trafficking the reports including information and data with breakdown on floor, about accomplishment of the National plan for prevention of human trafficking and fight against it for 2014-2016.
4. To national committee on fight against human trafficking to perform monitoring and assessment of implementation of the National plan for prevention of human trafficking and fight against it for 2014-2016 and annually, till March 31, to submit to the Government the national report in the field of prevention of human trafficking and fight against it.
5. In the Order of the Government No. 472 of March 26, 2008. "About statement of staff of National committee on suppression of human trafficking and Regulations on National committee" (Official monitor of the Republic of Moldova, 2008, Art. No. 69-71, 453), with subsequent changes and amendments, to make the following changes and additions:
in the name of the resolution "personal" to exclude the word;
in Item 1 first and third to exclude paragraphs;
in Item 2 "for 2010-2011" to exclude the text;
declare Item 3 invalid;
declare appendix No. 1 invalid;
appendix No. 2:
state the name in the following edition:
"Structure and Regulations on activities of National committee on human trafficking suppression";
state Item 2 in the following edition:
"2. Members of National committee are heads of bodies of public management, including the law enforcement agencies and other organizations performing activities for prevention of human trafficking and fight against it. The chairman of National committee is the deputy prime minister, the Minister of Foreign Affairs and European Integration. The position of the vice-chairman of National committee is taken up by the Minister of Internal Affairs and the Minister of Labour, Social Protection and Family. The secretary of National committee is the head of Permanent secretariat of National committee";
Item 3:
"The state office (the main consultant of Department the politician, strategic planning and the external help)" shall be replaced with words words "The state office (Permanent secretariat of National committee on fight against human trafficking)";
add with the following words: "The Supreme Council of safety", "General inspectorate of police", "Center for fight against human trafficking", "Department of boundary police", "Bureau on the relations with diaspora", State Labour Inspection;
in Item 18 of the word "but at least two times a year, on February 1 and on August 1" shall be replaced with words "but at least, than once a year, till March 31".

1.2. THE LEGISLATIVE AND REGULATING BASE | ||||||||

The national legislative and regulatory base in the sphere of the prevention and suppression of human trafficking is not oriented to protection of the rights of the victims of human trafficking. 2. The existing sanction provided in article 362-1 of the Criminal code (The organization of illegal migration) and article 175 of the Criminal code (Dissolute actions) can lead, because of wrong interpretation, to retraining of criminal cases on trade in children. 3.
