About the Technical regulation of safety of construction materials and products

According to article 8 of the Law of the Republic of Tajikistan "" the Government of the Republic of Tajikistan DECIDES:

1. Approve the Technical regulation of safety of construction materials and products it (is applied).

2. To committee on architecture and construction under the Government of the Republic of Tajikistan, to standardization Agency, metrology, certification and trade inspection under the Government of the Republic of Tajikistan together with the relevant ministries and departments to take necessary measures for implementation of this Technical regulation.

Technical regulation of construction materials and products

1. General provisions

1. The technical regulation of safety of construction materials and products (further - the Technical regulation) extends to the construction materials and products (further - products) applied to production or construction of building constructions and the device of internal engineering systems of buildings and other construction constructions and contains the technical requirements, obligatory for observance, connected with safety of products, processes of its production, operation (use), storage, transportation, realization and utilization of their waste.

2. Identification of products for establishment of their belonging to the objects entering range of application of this Technical regulation is performed on their purpose and other main signs of these objects containing in technical documentation on them.

3. The technical regulation establishes obligatory for application and execution in the Republic of Tajikistan requirements to produktion for the purpose of:

- protection of life and health of citizens, state-owned property, property of physical persons and legal entities;

- environmental protections, life and health of animals and plants;

- preventions of the actions misleading buyers.

4. In this Technical regulation the following basic concepts are applied:

- construction material - the material intended for production of construction products and construction of building constructions, buildings and constructions;

- construction product - the product intended for application as building constructions and internal engineering systems of buildings and constructions;

- building constructions - the elements of the building and construction which are carrying out bearing, protecting or combined (bearing and protecting) functions;

- the project documentation - the documentation containing materials in text form and in the form of cards (schemes) and determining the architectural, functional and technological, constructive and technical conclusions for ensuring capital construction, reconstruction of construction objects, their parts, major repair if in case of their carrying out constructive and other characteristics of reliability and safety of capital construction projects are mentioned;

- the building - object of the town-planning activities and construction system consisting from the bearing, protecting or combined designs forming the closed amount which depending on functional purpose intends for accommodation and stay of people, for accomplishment of different type of production processes;

- construction - the object of town-planning activities, volume, sheet or linear construction system consisting from the bearing, protecting or combined designs to which intends for accomplishment of production processes of different type, storage of materials, products, the equipment, and also for temporary stay of people, movement of people, loads and other;

- accomplishment of building and construction works - repair, reconstruction, construction of buildings, construction of facilities;

- repair - complex of construction works and organizational and technical actions for elimination of moral and physical wear of the buildings and constructions which are not connected with changes of their main technical and economic indicators;

- capital construction - complex of building and construction works and organizational and technical actions for recovery of buildings and constructions, designs and system of the plumbing system, and also to preserving the indicators connected with their use;

- reconstruction - complex of the construction works and organizational and technical actions connected with change of the key technical and economic parameters (quantity, the area and other indicators) of buildings and constructions or their assignment for the purpose of improvement of living conditions, service quality, increase in amount of servicing in them;

- lifecycle of construction materials, products and designs design processes, production (production), transportation, storage, realization, use and utilization of construction materials, products and designs;

- assessment of conformity - activities for determination of compliance of objects of assessment of conformity to requirements of technical regulations and documents in the field of standardization which includes testing, control, certification and accreditation;

- confirmation of conformity - the documentary certificate of compliance of construction materials of products and design to quality requirements and safety, the established existing standards and this Technical regulation;

- certification - activities for confirmation of conformity of products to the established requirements;

- the certificate of conformity - the document certifying compliance of object of assessment of conformity to requirements of technical regulations and documents in the field of standardization.

3. Requirements to safety of products

5. Products of factory production shall conform to the following requirements:

- be safe in case of proper use, keep the properties during fixed term of service in case of the observance of conditions of application and operation established in project and operational documentation and observance of requirements of national standards of these materials, products and designs;

- shall maintain the provided project and operational documentation on the building or construction determining its functional use, impacts and loadings without destructions, inadmissible deformations and violations of sploshnost;

- shall not make dangerous health impact of the person and have such properties to ensure safety of radiations, radiation safety, chemical, thermal, biological safety, release of ozone-depleting and toxic substances as it is provided by the project and operational documentation determining functional use of construction materials, products and designs;
