According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

Approve the Procedure for use of the means provided in the government budget for complex medical and sanitary providing and treatment of oncological diseases using expensive medical technologies of the citizens who were injured owing to the Chernobyl catastrophic crash which is applied.

Procedure for use of the means provided in the government budget for complex medical and sanitary providing and treatment of oncological diseases using expensive medical technologies of the citizens who were injured owing to the Chernobyl catastrophic crash

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "Complex Medical and Sanitary Providing and Treatment of Oncological Diseases using Expensive Medical Technologies of the Citizens Who Were Injured owing to the Chernobyl Catastrophic Crash" program (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is the Ministry of Health.

Manager of budgetary funds of the lowest level are republican body of the Autonomous Republic of Crimea concerning health care, structural divisions concerning health care of the regional, Kiev and Sevastopol city state administrations.

3. Budgetary funds are allocated on:

1) delivery of health care to citizens whose diseases are connected with consequences of the Chernobyl catastrophic crash, and also treatment of oncological diseases using expensive medical technologies of the citizens who were injured owing to the Chernobyl catastrophic crash in healthcare institutions of the state and municipal pattern of ownership of the decision of republican body of the Autonomous Republic of Crimea concerning health care, structural divisions concerning health protection, the regional, Kiev and Sevastopol city state administrations based on the agreements signed with the relevant healthcare institutions (with obligatory specifying of costing), and acts of the provided services;

2) acquisition of medicines, products of medical appointment, laboratory reactants for the stationary specialized agencies of health care providing medical care to citizens, according to distribution of means, performed the Ministry of Health, in proportion to the number of the citizens who were injured owing to the Chernobyl catastrophic crash, to republican body of the Autonomous Republic of Crimea concerning health care, to structural divisions concerning health care of the regional, Kiev and Sevastopol city state administrations and also based on requests - National academy of medical sciences and the SSU;

3) No. 286 Is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 14.05.2015

4) conducting examination on establishment of causal relationship of diseases, disability and death with action of ionizing radiation and other harmful factors which arose owing to the Chernobyl catastrophic crash;

5) ensuring maintaining the State register of persons which were injured owing to the Chernobyl catastrophic crash.

4. Purchase of goods, works and services for budgetary funds is performed in the procedure established by the law.

Debts on the budget obligations of last years, it is registered in bodies of Treasury, is subject to repayment in the current budget period.

5. Reflection in primary and financial accounting of information about received (created) current and non-current assets, and also the opening of accounts, registration, accounting of obligations in bodies of Treasury and transaction connected with use of budgetary funds are performed in the procedure established by the legislation.

6. Creation and submission of reports on accomplishment of the passport of the budget program and financial and budget reports about use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.
