1. Approve the enclosed Regulations on assignment of qualification categories to appraisers and their certification for the purposes of obligatory civil liability insurance of owners of vehicles.

2. Declare invalid the order of the Belarusian bureau on transportation insurance of April 16, 2012 No. 11 of odes "About Approval of the Regulations on Certification of Specialists in Cost Determination of Vehicles of Appraisers for Determination of the Extent of the Harm Done to the Vehicle as a result of the Road Accident, for the purposes of Obligatory Civil Liability Insurance of Owners of Vehicles" (The national register of legal acts of the Republic of Belarus, 2012, No. 47, 10/157).

3. This order becomes effective since July 1, 2014.

Regulations on assignment of qualification categories to appraisers and their certification for the purposes of obligatory civil liability insurance of owners of vehicles

1. This Provision establishes procedure and conditions of assignment of qualification categories to appraisers of vehicles and (or) other property and carrying out their certification for the purposes of obligatory civil liability insurance of owners of vehicles.

2. For assessment of professional level of appraisers of the vehicle the following qualification categories are established:

the appraiser-trainee who has the right to perform inspection of the vehicle and to determine vehicle repair price;

the appraiser assistant who has the right to perform inspection of the vehicle and to determine vehicle repair price;

the appraiser who has the right to perform inspection of the vehicle, to determine vehicle repair price, cost of the vehicle and the extent of the harm done to the vehicle as a result of the road accident;

the appraiser expert who has the right to perform inspection of the vehicle, to determine vehicle repair price, vehicle cost, the extent of the harm done to the vehicle as a result of the road accident, to carry out expertize of inspection reports of the vehicle and the conclusions about the extent of the harm done to the vehicle as a result of the road accident constituted by appraisers-trainees, appraisers assistants and appraisers.

For holding training of the appraiser-trainee by the contractor of assessment and (or) the insurer (The Belarusian bureau) person from among appraisers who have qualification category of the appraiser and length of service on this qualification category at least three years or qualification category of the appraiser expert (further - the appraiser-mentor) is determined. The basis for the admission of the appraiser-trainee to passing of training and assignment of the appraiser-mentor is the order of the head of the contractor of assessment and (or) the insurer (The Belarusian bureau) performing training. The appraiser-trainee has the right:

conduct independently in the location of the contractor of assessment survey of the vehicle on which there are no more than five foreign visible damages of parts;

perform inspection of the vehicle out of the location of the contractor of assessment under observation of the appraiser-mentor;

determine vehicle repair price based on the inspection report of the vehicle which is drawn up by it.
