1. Approve the enclosed regulations of the state services "Subsidizing of Production Management Systems of Agricultural Products".

2. Declare invalid the subitem 12) of the Item 1 Order of the Minister of Agriculture of the Republic of Kazakhstan of October 2, 2012 No. 1-3/490 "About approval of regulations of the state services in the field of agricultural industry" (registered in the Register of the state registration of regulatory legal acts at No. 8065, No. 346 published on December 28, 2013 in the Kazakhstanskaya Pravda newspaper (27620)).

3. To provide to department of economic integration and agrofood markets of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication in mass media.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Regulations of the state service "Subsidizing of Production Management Systems of Agricultural Products"

1. General provisions

1. The service provider - the Ministry of Agriculture of the Republic of Kazakhstan.

2. Form of rendering the state service: paper.

3. Result of rendering the state service - transfer of subsidies for the bank account of uslugopoluchatel, form of providing result of rendering the state service - paper.

2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service - availability of the request of uslugopoluchatel.

5. Procedures (action) which are part of process of rendering the state service, accomplishment duration:

the notification of uslugopoluchatel in writing about results of commission session within five working days;

forming of the sheet on payment of subsidies in duplicate within fifteen working days;

4) approval of the sheet on payment of subsidies by the responsible secretary of the service provider within fifteen working days from the date of creation of the minutes of the Commission;

5) representation of the service provider by structural division in territorial subdivision of treasury of the account register for payment and the accounts for payment within three working days after approval of the sheet on payment of subsidies.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) the documents of uslugopoluchatel registered by the secretary of the Commission in the magazine of document registration of uslugopoluchatel;

2) consideration of documents of uslugopoluchatel by the Commission within five working days from the date of completion of term of adoption of documents from uslugopoluchatel;

3) from the date of creation of the minutes of the Commission the secretary of the Commission:

notifies uslugopoluchatel in writing on results of consideration of documents of uslugopoluchatel;

creates the sheet on payment of subsidies in duplicate;

4) approval of the sheet on payment of subsidies by the responsible secretary of the service provider;

5) after approval of the sheet on payment of subsidies by structural division of the service provider submission to territorial subdivision of treasury the account register for payment and the account for payment.

3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

7. In the course of rendering the state service the following workers of the service provider participate:

1) secretary of the Commission;

2) Commission;

3) responsible secretary;

4) specialist of structural division.

8. The description of the sequence of procedures (actions) between structural divisions (workers):

1) documents acceptance of uslugopoluchatel about day of completion of term of adoption of documents from the uslugopoluchately secretary of the Commission;

2) consideration of documents of uslugopoluchatel by the Commission - five working days from the date of completion of term of adoption of documents from uslugopoluchatel;
