1. Approve the enclosed Rules of subsidizing of increase in productivity and product quality of crop production, cost of the fuels and lubricants and other inventory items necessary for carrying out spring and field and harvest works, by subsidizing of production of priority cultures and cost of costs for cultivation of crops in the protected soil.

2. This resolution becomes effective after ten calendar days after day of its first official publication.

Rules of subsidizing of increase in productivity and product quality of crop production, cost of the fuels and lubricants and other inventory items necessary for carrying out spring and field and harvest works, by subsidizing of production of priority cultures and cost of costs for cultivation of crops in the protected soil

1. General provisions

1. These rules of subsidizing of increase in productivity and product quality of crop production, cost of the fuels and lubricants and other inventory items necessary for carrying out spring and field and harvest works, by subsidizing of production of priority cultures and cost of costs for cultivation of crops in the protected soil (further - Rules) determine payment procedure of subsidies for the account and within the means provided in the local budget for the corresponding financial year (further - subsidies), according to the Law of the Republic of Kazakhstan of July 8, 2005 "About state regulation of development of agro-industrial complex and the rural territories".

2. Subsidies are allocated to agricultural producers (further - SHTP) annually according to the procedure established by these rules for reduction in cost (to 40%) to the cost of the fuels and lubricants and other inventory items necessary for carrying out spring and field and harvest works, by subsidizing of production of priority cultures and cost of costs for cultivation of crops in the protected soil, including the seeds necessary for carrying out spring and field works acquired based on the agreement of leasing.

3. Financing is performed in the procedure established by the legislation of the Republic of Kazakhstan based on the decision of local executive body of area and the cities of Astana and Almaty according to the direction specified in Item 2 of these rules.

4. Akims of areas, in case of incomplete development by any region of allocated funds, can redistribute them between other areas within the approved subsidizing amount on area in the direction specified in Item 2 of these rules.

5. For determination of the SHTP list on receipt of subsidies in each area (the city of regional value, the cities of Astana and Almaty) the decision of the akim of the area (the city of regional value, the cities of Astana and Almaty) creates the interdepartmental commission (further - MVK).

MVK are included representatives:

1) akimat of the area (city of regional value, cities of Astana and Almaty), including departments or Deraptments of Agriculture and land relations of the area (city of regional value, cities of Astana and Almaty), akim of the rural district;

2) territorial inspections of authorized body in the field of development of agro-industrial complex;
