About creation of national park "Durmen"

For the purpose of preserving, reproduction and rational use of unique, valuable breeds of the plants of park zone in the settlement of Durmen of the Tashkent region having natural and ecological, scientific, cultural and esthetic value, the Cabinet of Ministers decides:

1. Accept the offer of the State committee of the Republic of Uzbekistan on conservation, Academy of Sciences of the Republic of Uzbekistan, khokimiyats of the city of Tashkent and Tashkent region about education based on park zone in the settlement of Durmen of Kibraysky district of the Tashkent region of National park by "Дурмень" Ploshchad of 32,4 of hectare.

2. Determine that:

The national park "Durmen" belongs to the category of the protected natural territory, has special scientific, ecological, cultural and esthetic value, is property of the state and is protected by it;

in the territory of National park "Durmen" any activities contradicting its purpose and menacing to preserving, reproduction and recovery of vegetable objects are forbidden;

seizure of land of National park "Durmen" for the state and social needs, and also implementation of construction of industrial, economic, residential and other facilities is not allowed (except for for needs of National park);

the parcels of land of National park "Durmen" are not assessed with the land tax.

To the state committee of the Republic of Uzbekistan on conservation, Academy of Sciences of the Republic of Uzbekistan to include in accordance with the established procedure National park "Durmen" in the State inventory of the protected natural territories.

To the state committee of the Republic of Uzbekistan on conservation together with khokimiyat of Tashkent, the Ministry of Justice, Academy of Sciences of the Republic of Uzbekistan and other interested ministries and departments in ten-day time to submit for approval in the Cabinet of Ministers the project of the Regulations on National park "Durmen".

3. To khokimiyat of the Tashkent region in accordance with the established procedure to make for the created National park "Durmen" branch in Kibraysky district in addition of the parcel of land by Ploshchad 4,0 of hectare.

4. Create as a part of Specialised department on servicing of government objects of Head department of improvement under khokimiyat of the city of Tashkent Directorate of National park "Durmen" without formation of legal entity.

Take into consideration that the Directorate is created within the established total number of employees of Specialised department.

5. Determine the main objectives and activities of Directorate of National park "Durmen":

organization of timely and high-quality performance of works for content, operation and preserving National park, and also its protection;

preserving and development of natural complex of National park for use in the cultural and educational, esthetic and scientific purposes;

holding complex agrotechnical actions for content (care) of green plantings, fight against their wreckers and diseases, implementation of measures for further gardening of the territory of National park valuable breeds of plants;

ensuring sanitary cleaning of subjects to improvement, due sanitary and technical condition of systems of artificial irrigation, pumping points, wells and other engineering networks of National park.

6. Approve structure of Directorate of National park "Durmen" with extreme number of managerial personnel in number of 7 units, according to appendix No. 1.

7. Determine that financing of activities of Directorate of National park "Durmen" is performed for the account:

means of the local budget of Tashkent, within annually allocated assignments for improvement;

the charitable gifts and other sources which are not prohibited by the legislation.

8. To khokimiyat of Tashkent:

provide to Specialised department on servicing of government objects of Head department of improvement under khokimiyat of Tashkent necessary budgetary appropriations on content of National park "Durmen";

allocate in 2015 necessary funds for acquisition for Directorate of National park "Durmen" of specialized motor transport and means of small-scale mechanization according to the list according to appendix No. 2;

keep the operating procedure for servicing of outside lighting and the fountain of National park "Durmen" by the relevant operating organizations of khokimiyat of Tashkent.

9. In a month to provide to khokimiyat of the city of Tashkent:

completion of Directorate of National park "Durmen" by skilled agronomists, technical and production personnel;

accommodation of personnel of Directorate in the available administration and production rooms located in the adjacent territory;

realization of complex of actions for effective management of National park "Durmen" by further equipment by modern means of mechanization and arrangement of engineering infrastructure of the territory;

together with relevant organs development and approval of the Regulations on the mode of access to the territory of national park taking into account observance of the established safety requirements in case of operation of objects of National park "Durmen".

10. To academy of Sciences of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on conservation together with Institute of gene pool of plant and animal life on system basis to perform close interaction on target and effective use of objects of flora of National park "Durmen" by the scientifically based organization and housekeeping taking into account local climatic conditions, and also in the nature protection, ecological and educational and research purposes.

11. To the state committee of the Republic of Uzbekistan on conservation together with khokimiyat of Tashkent, the Ministry of Justice to bring in accordance with the established procedure in the Cabinet of Ministers of the offer on the changes and amendments in the legislation following from this resolution.

12. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Sh. M. Mirziyoyev.
