According to part 3 of Article 17 and part 4 of article 24 of the Federal law "About Accreditation in National Accreditation System" Government of the Russian Federation decides:

1. Approve the enclosed Regulations on approval of aggregate terms of implementation of accreditation and the procedure of confirmation of competence of accredited person, including aggregate terms of carrying out documentary assessment of conformity of the applicant, accredited person to accreditation criterions and aggregate terms of carrying out exit assessment of conformity of the applicant, accredited person to accreditation criterions, and also terms of separate ministerial procedures when implementing accreditation and the procedure of confirmation of competence of accredited person.

2. This resolution becomes effective from the date of entry into force of the Federal Law "About Accreditation in National Accreditation System".

1. This Provision establishes aggregate terms of implementation of accreditation and the procedure of confirmation of competence of accredited person, including aggregate terms of carrying out documentary assessment of conformity of the applicant, accredited person to accreditation criterions and aggregate terms of carrying out exit assessment of conformity of the applicant, accredited person to accreditation criterions, and also terms of separate ministerial procedures when implementing accreditation and the procedure of confirmation of competence of accredited person.

2. Aggregate term of implementation of accreditation constitutes 100 working days from the date of reception of an application about accreditation and the documents attached to it about day of decision making according to part 28 of article 17 of the Federal law "About Accreditation in National Accreditation System" (further - the Federal Law), including:

a) review period of observance of the established requirements to the statement for accreditation and the documents attached to it, and also receipts of data based on interdepartmental request according to part 5 of article 16 of the Federal Law - 10 working days from the date of reception of an application about accreditation and the documents attached to it;

b) aggregate term of forming of expert group according to parts 6 - the 10th article 17 of the Federal Law - 15 working days from the date of completion of the actions provided by the subitem "an" of this Item about day of the direction to the applicant, accreditation expert and expert organization of information on statement of structure of expert group. This term including includes:

the term of selection of the expert in accreditation, and also the directions of information to the expert in accreditation on the fact of its selection constituting 3 working days from the date of completion of the actions provided by the subitem "an" of this Item;

the term of assessment of proposals of the expert in accreditation on involvement of technical experts for their inclusion in the structure of expert group constituting 4 working days from the date of receipt of offers by Federal Accreditation Service;

the term of preparation and signing of the order by Federal Accreditation Service on statement of structure of expert group, and also the direction of information on structure of expert group to the applicant constituting 3 working days from the date of completion of assessment by the specified Service of proposals of the expert in accreditation on involvement of technical experts for their inclusion in structure of expert group;

c) aggregate term of carrying out documentary assessment of conformity of the applicant to accreditation criterions - 25 working days from the date of completion of the actions provided by the subitem "b" of this Item about day of completion of verification of the expert opinion by Federal Accreditation Service according to part 16 of article 17 of the Federal Law;

d) aggregate term of carrying out exit assessment of conformity of the applicant to accreditation criterions - 40 working days from the date of completion of the actions provided by the subitem "v" of this Item about day of completion of verification of the act of exit examination by Federal Accreditation Service according to part 26 of article 17 of the Federal Law. This term including includes the term of preparation and approval by the specified Service of the program of exit assessment, and also its direction to the applicant constituting 5 working days from the date of completion of documentary assessment of conformity of the applicant to accreditation criterions;

e) aggregate term of decision making according to part 28 of article 17 of the Federal Law - 10 working days from the date of completion of the actions provided by the subitem "g" of this Item.

3. Aggregate term of implementation of accreditation, stipulated in Item 2 this provision, does not join terms of suspension of implementation of accreditation according to parts 17 and 29 of article 17 of the Federal Law.
