About approval of the Regulations on features of accreditation of the foreign organizations in national accreditation system

1. Approve the enclosed Regulations on features of accreditation of the foreign organizations in national accreditation system.

2. This resolution becomes effective from the date of entry into force of the Federal Law "About Accreditation in National Accreditation System".

Regulations on features of accreditation of the foreign organizations in national accreditation system

1. This Provision establishes features of accreditation, including in case of expansion of area of accreditation, change of the place or places of implementation of activities of accredited person, confirmation of competence of accredited person, in national accreditation system of the legal entities having state registration in foreign state (further - the foreign organizations), in the presence of the international treaty of the Russian Federation providing possibility of mutual accreditation of the applicants having state registration in the countries which are the parties of the international treaty.

2. Aggregate term of implementation of accreditation and confirmation of competence of accredited person, the terms of separate ministerial procedures during the implementing accreditation, expansion of area of accreditation, change of the place or places of implementation of activities of accredited person, confirmation of competence of accredited person established by the Government of the Russian Federation according to part 3 of Article 17 and part 4 of article 24 of the Federal law "About Accreditation in National Accreditation System", for the foreign organizations increase twice.

3. In the absence of the international treaty, stipulated in Item 1 this provision, the Federal Accreditation Service returns the foreign organization the documents which arrived from it the application for accreditation and attached to it without consideration.

4. Identification taxpayer number is not specified in the statement for accreditation of the foreign organization.

5. When implementing accreditation of the foreign organization Federal Accreditation Service does not request the data confirming the fact of entering of information about the applicant into the Unified State Register of Legal Entities, and constituent documents in the federal executive body performing state registration of legal entities and individual entrepreneurs, and also the data confirming the fact of statement of the applicant on accounting in tax authority, in the federal executive body performing functions on control and supervision of compliance with law of the Russian Federation about taxes and fees.

6. The foreign organization puts the documents on state registration of the legal entity issued by competent authorities of foreign state which shall be legalized to the statement for accreditation or on them the apostille shall be put down.

7. All documents constituted in foreign language shall be provided to Federal Accreditation Service with transfer into Russian. Correctness of transfer shall be notarially certified in accordance with the legislation of the Russian Federation about notariate.

8. Non-presentation legalized or with the put-down apostille of documents, stipulated in Item the 6th this provision, or non-presentation of notarially certified transfer into Russian of the documents constituted in foreign language is the basis for refusal in accreditation.
