ORDER OF THE GOVERNMENT OF THE REPUBLIC OF KAZAKHSTAN

About approval of standards of the state services in education and sciences and modification and amendments in the order of the Government of the Republic of Kazakhstan of February 28, 2013 No. 195 "About some questions of licensing of educational activities"

According to the subitem 3) of article 6 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" the Government of the Republic of Kazakhstan DECIDES:

1. Approve enclosed:

1) standard of the state service "Apostilization of the Official Documents Coming from Educational Bodies, Science and Educational Institutions of the Republic of Kazakhstan";

2) standard of the state service "Recognition and Nostrification of Education Documents";

3) standard of the state service "Accreditation of Subjects of Scientific and (or) Scientific and Technical Activities";

4) standard of the state service "Assessment of Level of Knowledge of Kazakh (KAZTEST)";

5) standard of the state service "Licensing and/or Appendices to the License, Renewal, Issue of Duplicates of the License and/or Appendix to It on Educational Activities".

2. Bring in the order of the Government of the Republic of Kazakhstan of February 28, 2013 No. 195 "About some questions of licensing of educational activities" (SAPP of the Republic of Kazakhstan, 2013, No. 18, the Art. 311) the following changes and amendments:

Share of teachers with academic degrees and ranks from number of regular teachers, including of cycles of the basic and main subjects of the state obligatory standard of education: for national research universities, research universities at least 70%; for national higher education institutions at least 55%; for universities, academies at least 50%; for institutes (the higher schools, the highest schools) of at least 45%; for teacher training colleges at least 50%; for group of specialties "Art", including the teachers awarded honorary titles and the state awards of the Republic of Kazakhstan at least 35%; on groups of specialties healthcare and welfare (medicine): for national higher education institutions at least 55%, for universities, academies at least 50% from them teachers with the highest medical category at least 10%; for the organizations of education subordinated to the Ministries of Defence, internal affairs, on emergency situations, Committee of homeland security, Agency on fight against economic and corruption crime (financial police) the share of teachers with academic degrees and ranks, in military (special) rank not below the colonel, having rank "Master of Sports" and is higher than at least 40%	Form of data on completeness pedagogical and teaching personnel (in form according to appendix 1 to these qualification requirements)
7.	Availability of fund of educational and scientific literature on complete cycle of training according to the working curriculum. At the same time editions in the Kazakh and Russian languages shall be pro rata to the contingent of students on training languages. The library stock shall contain the main educational literature on disciplines of social and humanitarian profile published over the last 5 years; on natural, technical, agricultural disciplines - over the last 10 years. Security with educational literature on digital carriers at least 40% of the basic and main subjects of the curriculum of specialty (except group of specialties "Military Science and Safety").
