1. Approve the Instruction for financial accounting of transactions of provision, obtaining, return (repayment) of the credits and external loans it (is applied).

2. Recognize invalid:

the resolution of the Board of directors of National Bank of the Republic of Belarus of March 30, 2007 No. 107 "About approval of the Instruction for financial accounting of transactions of provision and receipt by banks of the credits and their repayment" (The national register of legal acts of the Republic of Belarus, 2007, No. 106, 8/16272);

the resolution of the Board of directors of National Bank of the Republic of Belarus of December 1, 2009 No. 418 "About approval of the Instruction for financial accounting of financing under concession of monetary claim (factoring) in banks of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2009, No. 303, 8/21706);

the resolution of Board of National Bank of the Republic of Belarus of September 30, 2010 No. 418 "About entering of amendments and changes into the Instruction for financial accounting of transactions of provision and receipt by banks of the credits and their repayment" (The national register of legal acts of the Republic of Belarus, 2010, No. 265, 8/22888);

the resolution of Board of National Bank of the Republic of Belarus of March 14, 2011 No. 81 "About modification of the Instruction for financial accounting of transactions of provision and receipt by banks of the credits and their repayment" (The national register of legal acts of the Republic of Belarus, 2011, No. 36, 8/23471).

Instruction for financial accounting of transactions of provision, obtaining, return (repayment) of the credits and external loans

Chapter 1. General provisions

1. This Instruction determines for banks, the non-bank credit and financial organizations and "Development Bank of the Republic of Belarus" open joint stock company (further - banks) procedure for reflection in financial accounting of transactions:

provisions of money (credits) and their return (repayment) performed according to the Instruction about procedure for provision of money in the form of the credit and their return (repayment) approved by the resolution of Board of National Bank of the Republic of Belarus of March 29, 2018 No. 149;

obtaining from National Bank of the credits provided with pledge of the securities and (or) security deposits in foreign currency, and their return (repayment) performed according to the Instruction about procedure for refinancing by National Bank of the Republic of Belarus for banks of the Republic of Belarus in the form of the credits for support of the current liquidity approved by the resolution of Board of National Bank of the Republic of Belarus of December 19, 2017 No. 514;

obtaining and repayments of the external loans attracted under guarantees of the Government of the Republic of Belarus (further - guaranteed loans), including for provision to users of the external loans (further - loans) performed according to Regulations on the external state loans and external loans attracted under guarantees of the Government of the Republic of Belarus, the approved Presidential decree of the Republic of Belarus of April 18, 2006 with No. 252;

the paragraph the fifth is excluded.

In case of reflection in financial accounting of transactions of receipt of the credits from nonresidents and their return (repayment) (except for guaranteed loans) banks are guided by the Chart of accounts of financial accounting in banks and the non-bank credit and financial organizations, "Development Bank of the Republic of Belarus" open joint stock company according to appendix 1 to the resolution of Board of National Bank of the Republic of Belarus of August 29, 2013 No. 506.

2. For the purposes of this Instruction accounts on the cash accounting are understood as the correspondent accounts, the current (settlement) bank accounts, other accounts used when implementing calculations for transactions of provision, obtaining, return (repayment) of the credits, guaranteed loans, loans according to the legislation.

The terms "resident" and "nonresident" are used in the values determined by article 1 of the Law of the Republic of Belarus of July 22, 2003 No. 226-Z "About currency control and currency exchange control".

3. Application of accrual basis and approaches to recognition in financial accounting of interest and other incomes and expenses of bank on the credits, guaranteed loans, loans is performed according to the Instruction for recognition in financial accounting of the income and expenses approved by the resolution of Board of National Bank of the Republic of Belarus of July 30, 2009 No. 125.

4. Financial accounting of the money received as ensuring obligation fulfillment is performed on the corresponding balance sheet accounts of groups 171 "Other accounts of other banks, specialized financial organizations" *, 315 "The means received as ensuring obligation fulfillment".
