1. Approve the enclosed Regulations on the All-Russian sports complex "It Is Ready to Work and Defense" (GTO).

2. Recommend to executive bodies of subjects of the Russian Federation and local government bodies when forming budget statements for the next financial year and planning period to provide financial provision of the expenses on implementation of actions provided by the actions plan on step-by-step implementation of the All-Russian sports complex "It Is Ready to Work and Defense" (GTO).

Regulations on the All-Russian sports complex "It Is Ready to Work and Defense" (GTO)

I. General provisions

1. This Provision determines the purpose, tasks, structure, content and the organization of work on implementation and further realization of the All-Russian sports complex "It Is Ready to Work and Defense" (GTO) - program and normative basis of system of physical training of the population (further - the All-Russian sports complex).

2. The All-Russian sports complex establishes the state requirements to the level of physical fitness of the population.

3. The All-Russian sports complex provides preparation for accomplishment and direct accomplishment by various age groupes (from 6 to 70 years and are more senior) the population of the Russian Federation (further - age groupes) of testing (tests) of the All-Russian sports complex on 3 levels of complexity corresponding to gold, silver or bronze distinctions of the All-Russian sports sports complex (further - standard rates of testing (tests).

4. The All-Russian sports complex is based on the following principles:

a) voluntariness and availability;

d) increase in general level of knowledge of the population of means, methods and forms of the organization of independent occupations, including with use of modern information technologies;

e) upgrade of system of physical training and system of development of mass, for children and young people, school and student's sport in the educational organizations, including by increase in number of sports clubs.

III. Structure and content of the All-Russian sports complex

7. The structure of the All-Russian sports complex consists of 11 steps and includes the following age groupes:

the first step - from 6 to 8 years;

the second step - from 9 to 10 years;

the third step - from 11 to 12 years;

the fourth step - from 13 to 15 years;

the fifth step - from 16 to 17 years;

the sixth step - from 18 to 29 years;

the seventh step - from 30 to 39 years;

the eighth step - from 40 to 49 years;

the ninth step - from 50 to 59 years;

the tenth step - from 60 to 69 years;

the eleventh step - of 70 years is also more senior.

8. The normative testing part of the All-Russian sports complex provides the state requirements to the level of physical fitness of the population, including disabled people and persons with limited opportunities of health, based on accomplishment of standard rates of testing (tests), recommendations to week physical activity.

11. Obligatory testing (tests) according to steps of structure of the All-Russian sports complex (except for testing (tests) for disabled people and persons with limited opportunities of health) are subdivided on:

a) testing (tests) by determination of the level of development of high-speed opportunities;

b) testing (tests) by determination of the level of development of endurance;

c) testing (tests) by determination of the level of development of force;

d) testing (tests) by determination of the level of development of flexibility.

12. Testing (tests) for choice according to steps of structure of the All-Russian sports complex (except for testing (tests) for disabled people and persons with limited opportunities of health) are subdivided on:

a) testing (tests) by determination of the level of development of high-speed and power opportunities;
