About approval of the Regulations on procedure for maintaining the passport of the protected natural territory

According to the Law of the Republic of Uzbekistan "About the protected natural territories" and in pursuance of the Resolution of the President of the Republic of Uzbekistan of July 15, 2013 No. PP-2003 "About approval of plans of development of the normative and legal and other acts directed to realization of referential regulations of the laws", and also for the purpose of further enhancement of procedure for management, protection and use of the protected natural territories the Cabinet of Ministers decides:

1. Approve Regulations on procedure for maintaining the passport of the protected natural territory, according to appendix.

2. To the state committee of the Republic of Uzbekistan on conservation together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on Information analysis department concerning agricultural and water economy, conversion of agricultural products and consumer goods of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on procedure for maintaining the passport of the protected natural territory

1. This Provision according to article 15 of the Law of the Republic of Uzbekistan "About the protected natural territories" determines procedure for creation and maintaining the passport of the protected natural territory.

2. State bodies, legal entities and physical persons under which authority the protected natural territories are constitute on each territory the passport in which the data characterizing this territory, its mode and management are specified.

3. The passport of the protected natural territory is constituted in form according to appendix 1 to this Provision.

4. Account of passports of the protected natural territory is kept by the State committee of the Republic of Uzbekistan on ecology and environmental protection in the register in form according to appendix 2 to this Provision.

The register of accounting of passports of the protected natural territories is posted on the official website of the State committee of the Republic of Uzbekistan on ecology and environmental protection.

5. The passport of the protected natural territory is stored in state body, at legal entity or physical person under which authority this territory is. The passport copy is transferred to the State committee of the Republic of Uzbekistan on ecology and environmental protection.

6. Are applied to the passport of the protected natural territory:

the document (decision) on education (transformation) of the protected natural territory;

the photo of main types of the protected natural objects and complexes located in it;

the card of the protected natural territory and its conservation zone with the put borders of the parcels of land within the protected natural territory and its conservation zone.

If necessary other documents (materials) specified in the passport confirmatory data are attached to the passport of the protected natural territory.

7. The passport of the protected natural territory is signed by the head and certified by seal of state body, the legal entity under whose authority it is. The passport of the protected natural territory which is under authority of physical person is signed by its owner.

8. Responsibility for reliability of the data entered in the passport and also for timeliness of its updating is assigned to state bodies, legal entities and physical persons under which authority the protected natural territories are.

9. The passport of the protected natural territory is subject to updating in case of change of the data included in it. The copy of the updated passport shall be transferred to the State committee of the Republic of Uzbekistan on ecology and environmental protection for maintenance in urgent condition of the register of accounting of passports of the protected natural territories.

10. When updating the passport of the protected natural territory the previous passport shall be stored within 5 years in state body, at legal entity and physical person under which authority it is.

11. After the expiration of storage or in case of the termination of functioning of the protected natural territories all passports shall be transferred in accordance with the established procedure to the relevant archives.

12. Persons guilty of violation of requirements of this provision bear responsibility according to the procedure, established by the legislation.
