1. Approve Regulations on procedure for education and use of extrabudgetary funds of the Agency on intellectual property of the Republic of Uzbekistan, according to appendix No. 1.

2. Permit, according to the procedure of exception, to the Agency on intellectual property of the Republic of Uzbekistan to sign direct contracts with the State unitary enterprise "Training Center on Retraining and Advanced Training of Personnel in the Sphere of Intellectual Property" on performance of works and rendering the services performed by it according to its charter.

3. Determine that the cost of works and services, performed by the State unitary enterprise "Training Center on Retraining and Advanced Training of Personnel in the Sphere of Intellectual Property", is determined by the estimative organizations.

4. Recognize invalid some decisions of the Government of the Republic of Uzbekistan, according to appendix No. 2.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the head Kompleksa concerning information systems and telecommunications.

Regulations on procedure for education and use of extrabudgetary funds of the Agency on intellectual property of the Republic of Uzbekistan

I. General provisions

1. This Provision according to the resolution of the President of the Republic of Uzbekistan of May 24, 2011 No. PP-1536 "About formation of the Agency on intellectual property of the Republic of Uzbekistan", the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 8, 2011 No. 166 "About measures for the organization of activities of the Agency for intellectual property of the Republic of Uzbekistan" determines sources and procedure for education, and also use of extrabudgetary funds of the Agency by intellectual property of the Republic of Uzbekistan (further - the Agency).

2. The agency opens the following accounts:

a) in banks:

the account on payment of patent fees, charges and other non-tax payments in national currency;

accounts in foreign currency, including block accounts (by each type of foreign currency);

b) the corresponding treasurer personal accounts in treasurer divisions.

3. Accounting on means in national and foreign currencies of the Agency is conducted separately.

II. Procedure for education, distribution and use of extrabudgetary funds

4. The means which arrived into the account on payment of patent fees, charges and other non-tax payments in national currency are listed on:

the corresponding account of the Government budget of the Republic of Uzbekistan - in the amount of 20 percent from the total amount of the arrived means;

treasurer personal account of the Agency - in the amount of 80 percent from the total amount of the arrived means.

5. To 3 dates, following for reporting, the currency means which arrived for the accounting period for implementation of legally significant actions, are listed from currency block accounts (by each type of foreign currency) on:

the account of Fund of support of innovative development and the innovative ideas - in the amount of 90 percent from the total amount of the means which arrived in foreign currency if other is not established by decisions of the Government of the Republic of Uzbekistan;

the corresponding account of the Government budget of the Republic of Uzbekistan after the converting which is carried out in accordance with the established procedure - in the amount of 2 percent from the total amount of the means which arrived in foreign currency;

the accounts opened by each type of foreign currency in foreign currency of the Agency - in the amount of 8 percent from the total amount of the arrived means in foreign currency.

6. The means arriving on the corresponding treasurer personal account of the Agency are used:

a) at least 50 percent - on the current content of the Agency connected with timely accomplishment of the tasks and functions assigned to the Agency including on:

strengthening of material and technical resources, training, traveling expenses, on covering of the expenses connected with participation of the Republic of Uzbekistan in the international organizations for legal protection and protection of the rights to intellectual property items;

conducting archiving and content of library stock of the Agency;

forming and content of information and network resources, technical and system servicing, including the server and telecommunication hardware, computers, office equipments, development and maintenance of software products, ensuring information security, and also on printing services;

payment for services of the domestic and foreign experts involved on contractual basis for the solution of the questions connected with legal protection and protection of the rights to intellectual property items;

b) the remained means - on material stimulation of employees of the Agency.

At the same time use of the means which are on block accounts (by each type of foreign currency) and the account on payment of patent fees, charges and non-tax payments in national currency of the Agency, in other directions is forbidden.

7. For the purpose of attraction of additional incomes for strengthening of material and technical resources and material stimulation of workers temporarily not used extrabudgetary funds of the Agency can be placed on deposits in banks.
