About measures for program implementation - "road maps" for financial improvement of unprofitable, economically insolvent and low-profitable enterprises of regional value
For the purpose of ensuring unconditional implementation of measures for financial improvement of unprofitable, economically insolvent and low-profitable enterprises of regional value, increase in level of loading and effective use of capacities of the companies, the preserving existing and creations of in addition new workplaces the Cabinet of Ministers decides:
1. Take into consideration that the companies of regional value, by khokimiyats of the respective areas and Tashkent together with Uzbekturizm Oil Company, National Bank of foreign economic activity of the Republic of Uzbekistan, and also the Ministry of Economics, the Ministry of Finance, the State Tax Committee and Goskomkonkurention of the Republic of Uzbekistan developed and approve the programs - "road maps" (further - "road maps") on their financial improvement providing:
measures for effective use of the existing assets of unprofitable and low-profitable enterprises, optimizations of not used floor spaces and mobilization of the available reserves;
technical and technological upgrade of the available production capacities, implementation of new technologies, development of production of new types of products;
acceptance of the adequate anticipatory measures for secured provision of the companies the electric power;
restructuring of financial liabilities, replenishment of current assets of the companies, including at the expense of credit resources of commercial banks;
implementation of efficient monitoring system behind implementation of the approved "road maps" for ensuring unconditional accomplishment of forecast parameters of the main financial and economic indicators reached as a result of their realization.
2. Approve:
Complex actions for unconditional program implementation - "road maps" for financial improvement of unprofitable, economically insolvent and low-profitable enterprises of regional value for 2014 (further - Complex actions) according to appendix No. 1;
forecast parameters of the main financial and economic indicators of the programs - "road maps" reached as a result of their realization for 2014 according to appendices No. No. 2, 2a and 2b.
3. Together with heads and founders of the companies, in accordance with the established procedure to provide to khokimiyats of the Andijan, Bukhara, Kashkadarya, Namangan, Samarkand, Tashkent, Fergana, Khorezm regions and city of Tashkent:
timely and high-quality execution of the Complex actions and forecast parameters of the main financial and economic indicators of the "road maps" reached as a result of their realization approved by this resolution for 2014;
on quarterly basis representation in the Working group of the Cabinet of Ministers of the Republic of Uzbekistan of the complex analysis and information on the course of their realization.
4. Goskomkonkurention, to the Ministry of Economics, the Ministry of Finance, the State Tax Committee of the Republic of Uzbekistan, commercial banks to provide:
together with the relevant companies implementation of actions, the approved "road maps" provided in, regarding optimization of idle assets and restructuring of financial liabilities, replenishment of current assets of the companies, including at the expense of credit resources of commercial banks;
implementation of system control of the course of implementation of "road maps";
on quarterly basis entering into the Working group of the Cabinet of Ministers of the Republic of Uzbekistan of information on the course of implementation of actions, provided by "road maps".
5. To the working group of the Cabinet of Ministers of the Republic of Uzbekistan on project development of programs - "road maps" of the companies of regional value:
establish system monitoring of implementation of "road maps", timely development and implementation by executives in charge of specific measures for practical accomplishment of the Complex actions approved by this resolution, and also ensuring forecast parameters of the main financial and economic indicators of the "road maps" reached as a result of their realization;
to quarterly enter in the Cabinet of Ministers of the Republic of Uzbekistan information on the course and efficiency evaluation of realization of Complex actions and forecast parameters of the main financial and economic indicators of "road maps" by each company.
6. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.
