About the program of major repair of highways public of the international and state value for 2014

For the purpose of further development and enhancement of highway network, ensuring content in proper condition of road carpets of highways public of the international and state value, and also their broad integration into the international transport corridors the Cabinet of Ministers decides:

1. Approve the Program of major repair of highways public of the international and state value for 2014 (further - the Program) according to appendix No. 1.

2. Take into consideration that financing of major repair of the objects included in the Program is performed at the expense of means of Republican road fund under the Ministry of Finance of the Republic of Uzbekistan.

3. Determine the general project organizations for development of the design estimates for major repair of highways public - design institutes by the list, according to appendix No. 2.

4. Under the Ministry of Finance of the Republic of Uzbekistan to provide to republican road fund:

in a month timely and high-quality development of the design estimates of the objects included in the Program, and also conducting their industry and state examination in accordance with the established procedure;

till June 10, 2014 carrying out the competitive biddings and the conclusion of works agreements on again begun objects included in appendix No. 1;

together with divisions SAC of Uzavtoyul and other contract road-building organizations concentration of qualified manpower, having provided if necessary the organization of 2-3-shift work;

strict control of target use of allocated funds, quality of the carried-out road repair work, the used raw materials and materials within program implementation, and also behind observance of town-planning regulations and rules.

5. In accordance with the established procedure to provide to Gosarkhitektstroy of the Republic of Uzbekistan state examination of the design estimates and to establish the state architectural and construction production inspection of accomplishment of installation and construction works.

6. To provide to the project organizations specified in appendix No. 2, high-quality development of the design estimates of the objects included in the Program taking into account:

wide use of local raw material resources and materials;

optimizations of finance costs.

7. Provide to NHK "Uzbekneftegaz" timely realization of road liquid petrobitumen in accordance with the established procedure, according to the schedules approved with Republican road fund under the Ministry of Finance of the Republic of Uzbekistan and SAC of Uzavtoyul, approved by the Cabinet of Ministers of the Republic of Uzbekistan.

8. Resolve, according to the procedure of exception, carrying out the competitive biddings on road repair work after 15 days from the date of publication of announcements of carrying out the competitive biddings, in the presence of at least three applicants on each object.

9. To republican road fund (Shukurov) and SAC of Uzavtoyul (Abduvaliyev):

monthly at enlarged meetings to hear reports of heads of the contract organizations on the course of task performance provided by the Program;

following the results of every quarter to provide summary information on condition of realization of adopted agenda in the Cabinet of Ministers of the Republic of Uzbekistan.

10. Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas, cities and areas the personal responsibility for:

creation to the contract road and repair organizations of favorable life and other necessary conditions for ensuring unconditional accomplishment of the Program, having prohibited at the same time derivation of the road-building equipment and manpower for the works which are not provided in the Program;

participation of representatives in work of the relevant commissions on acceptance of the objects finished with major repair of highways public and their acceptance in operation.

11. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov and the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
