About approval of standard Regulations on the board of trustees of the highest educational institution

According to the Law of the Republic of Uzbekistan "About education" and for the purpose of further development of effective system of public management of the highest educational institutions, the Cabinet of Ministers decides realization of the principles of social partnership in educational process:

1. Approve Standard regulations on the Board of trustees of the highest educational institution, according to appendix.

2. To provide to the ministries, the state committees and departments having the highest educational institutions in a month:

creation in subordinated highest educational institutions of the boards of trustees and to approve their members;

reduction of the regulatory legal acts adopted by them in compliance with this resolution.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

Standard Regulations on the board of trustees of the highest educational institution

I. General provisions

1. This Standard provision regulates activities of the Board of trustees of the highest educational institution.

2. Action of this Standard provision does not extend to the highest military educational institutions.

3. The board of trustees of the highest educational institution (further - Council) is created according to the Law of the Republic of Uzbekistan "About education", other acts of the legislation and is one of bodies of public management of the highest educational institution.

4. Council is created under each highest educational institution of the Republic of Uzbekistan.

Council is not legal entity. Council performs the activities on a voluntary basis.

5. Council performs the activities according to the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, this Standard provision and other acts of the legislation.

6. Main objectives of Council are effective realization of the principles of social partnership in educational process, improvement of quality of education, strengthening of material and technical resources of the highest educational institution and enhancement of educational process.

7. Representatives of state bodies, non-state non-profit organizations, philanthropists, and also other legal entities and physical persons interested in enhancement of activities and development of the highest educational institution can be part of Council.

8. The structure of Council affirms the ministry and department having the relevant highest educational institution in the maintaining, except as specified, provided by paragraphs second and third this Item.

In cases of inclusion in structure of Council of heads of bodies of the public and economic board accountable to the Cabinet of Ministers of the Republic of Uzbekistan, the structure of Council is submitted by the relevant ministry and department for approval in the Cabinet of Ministers of the Republic of Uzbekistan.

In cases of inclusion in structure of Council of heads of law enforcement and judicial authorities, law enforcement agencies, and also state bodies accountable to President of the Republic of Uzbekistan, the structure of Council is submitted by the Cabinet of Ministers for consideration to the President of the Republic of Uzbekistan on representation of the ministry and department having the relevant highest educational institution in the maintaining.

The structure of Council of non-state highest educational institution affirms his founders.

9. The regulations on Council affirm Council taking into account requirements of this Standard provision.

II. Tasks and powers of Council

10. The main objectives of Council are assistance in:

strengthening of material, educational and methodical base, improvement of social and household infrastructure, improvement of rooms and territory of the highest educational institutions;

the effective organization and enhancement of educational process and work practice of students, and also the subsequent employment of graduates of the highest educational institutions by means of development of integration of production, science and education;

organizations of assessment work of quality of training of bachelors and masters and efficiency of scientific research;

improvement of quality and effectiveness of educational process, determination of the perspective directions of training of specialists and scientific and technical personnel taking into account further market development of work;

financing and implementation of the perspective programs promoting improvement of quality of training of specialists;

development of research and innovative activities, carrying out fundamental (applied) scientific and technical developments, rational integration of educational and scientific processes in higher education institution;

the organizations of carrying out practical training of students directly on production;

involvement of qualified and experienced specialists from the sphere of production and services in educational process;

improvement of working conditions of pedagogical personnel of the highest educational institutions and organization of passing by them of advanced training and retraining;

attraction of charitable gifts, means of technical assistance (grants) and other extrabudgetary funds for ensuring forward development of activities of the highest educational institutions;

ensuring social protection of students, first of all from among orphan children, allocation of grants to gifted students, improvement of conditions of accommodation and useful leisure in houses for accommodation of students, and also the organization of rest of students in the period of vacation;

implementation in educational process of the advanced forms and training methods, computer and information and communication technologies, electronic educational resources, including ensuring access to the Internet, equipment of the highest educational institution the modern educational laboratory equipment and educational and methodical literature, support and stimulation of research and innovative activities, forming and development of modern scientific laboratories of higher education institution;

holding the actions directed to forming of the healthy intellectual and moral and psychological circle in the highest educational institution, the atmospheres of mutual understanding between teachers and students, education of aspiration in them to permanent professional, spiritual, intellectual and physical self-improvement;
