About measures for further enhancement of management and financial improvement of the companies of agricultural mechanical engineering

For the purpose of further enhancement of management system activities of the companies of agricultural mechanical engineering, increase in their efficiency and profitability, carrying out single technical policy in the industry directed to upgrade, technical and technology rearmament of production, the organization of release for agro-industrial complex of the machinery and equipment, modern, high-productive, competitive in the internal and external markets:

1. Agree with offers of the Ministry of Economics, Ministry of Finance, Ministry of agricultural and water economy, the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition, and also shareholders of the companies of agricultural mechanical engineering of the republic about creation of holding company of agro-industrial mechanical engineering (HK "Uzagroprommashholding") in the form of joint-stock company.

5. Approve offers of the Ministry of Economics, the Ministry of Finance, the Ministry of agricultural and water economy, the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition about:

concentration of production of tractors, trail cars and mechanical cotton pickers at the newly created company of JSC Tashkent Plant of Agricultural Machinery, with liquidation, in the procedure established by the legislation, JSC Tashkent Tractor Plant;

step-by-step re-deployment of the product range made on JSC Modular Plant, on floor spaces of JSC Chirchikselmash and creation on their base of production on development of release of modern types of hinged and trailing agricultural machinery of JSC Chirchiq Plant of Agricultural Machinery with liquidation in the procedure established by the legislation, JSC Chirchikselmash;

to transfer in accordance with the established procedure the released production premises and the parcels of land of JSC Tashkent Tractor Plant and JSC Chirchikselmash to Uzagrotekhmash joint-stock company on account of share of the state, with the subsequent transfer of the state block of shares in the authorized capital of JSC Uzagrotekhmash at par value in the authorized capital of JSC Uzagrotekhsanoatholding, for placement of new productions according to appendix No. 4;

preserving on JSC Modular Plant of production of components and spare parts for agricultural machinery with capitalization of the actual debt of JSC Modular Plant to the budget and the state trust funds, including the added penalty fee and penalties, at the time of capitalization implementation, on account of the corresponding increase in share of the state in its authorized fund.

6. In accordance with the established procedure to provide to the state committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition, the Ministry of Finance together with the State Tax Committee in three-months time forming of authorized capitals of JSC Tashkent Plant of Agricultural Machinery and JSC Chirchiq Plant of Agricultural Machinery.

Determine that initial authorized capitals of JSC Tashkent Plant of Agricultural Machinery and JSC Chirchiq Plant of Agricultural Machinery are created at the expense of contribution of the state by part of property complexes of the liquidated JSC Tashkent Tractor Plant and JSC Chirchikselmash collected on account of repayment of debts of these companies to the budget and the state trust funds including the added penalty fee and penalties, at the time of debt collection.

7. Exempt JSC Uzagrotekhmash for up to January 1, 2019 from payment of the land tax and the property tax on transferred to society, after completion of liquidating process of JSC Tashkent Tractor Plant and JSC Chirchikselmash, to the parcels of land and property.

10. Form the Working commission on the solution of the organizational matters connected with education and activities of HK "Uzagroprommashholding" in structure according to appendix No. 5.

To provide to the working commission (U. U. Rozukulov) in the procedure established by the legislation:

in two-month time organization of forming of Uzagroprommashholding holding company, preparation of constituent documents and state company registration, approval of its charter and completion of executive office by highly qualified personnel;

organization of liquidating process of JSC Tashkent Tractor Plant and JSC Chirchikselmash;

placement of executive office of HK "Uzagroprommashholding" to the address: Tashkent, Ulitsa Buyuk ipak yul, 434 (administrative and household body No. 1).

11. To the Cabinet of Ministers of the Republic of Uzbekistan in two-month time to develop and approve the Program of further enhancement of functioning of system of field service of agricultural machinery in the republic for 2014 - 2016 providing:

implementation of modern methods and technologies of field service of agricultural machinery;

further localization of production on domestic enterprises of mechanical engineering of spare parts for field service of the agricultural machinery, and also measure for non-admission of use operated in the republic in field service of agricultural machinery of the counterfeit and not meeting modern quality requirements spare parts;
