About implementation of advance payment of the goods, works and services purchased with budgetary funds

The Cabinet of Ministers of Ukraine decides:

1. Determine that managers of budgetary funds and receivers of budgetary funds for budgetary funds can provide in purchase agreements of goods, works and services according to properly the drawn-up decision of the main manager of budgetary funds advance payment only in case of purchase:

1) for the term of no more than one month:

services of mail and communication;

sanatorium services for separate categories of persons having the right to their acquisition according to the legislation;

Services in medical attendance (medical services) in the program of the state guarantees of medical attendance of the population connected with provision of primary medical care - at the rate to 100 percent of the amount which is subject to payment in month under the agreement on medical attendance of the population according to the program of medical guarantees, concluded with National service of health;

other goods worth no more than 100 thousand hryvnias;

other works and services if the amount of such payment does not exceed 30 percent of their cost;

Economic and financial department of the Secretariat of the Cabinet of Ministers of Ukraine of the additional equipment for enhancement of hardware and software system of information and media maintenance of cabinet meetings of Ukraine for the purpose of providing places with simultaneous interpretation for the invited persons, office paper, services in upgrade of the Single web portal of executive bodies and implementation services of services on the modernized platform of the Single web portal of executive bodies, services in development of the design estimates "Technical retrofitting of security system with creation of the integrated security system of the Government house of Ukraine. 2) for the term of no more than two months:

sanatorium services for persons with disability with disease of nervous system (with consequences of injuries and diseases of backbone and spinal cord) which have the right to their acquisition according to the legislation;

goods, works and services for needs of the Armed Forces and other military forming connected with recovery of arms and military equipment in 2014 if the amount of such payment does not exceed 50 percent of their cost;

artificial limbs of the upper and lower extremities, orthoses hinged on the lower extremities if the amount of such payment does not exceed 50 percent of their cost;

technical and other means of rehabilitation, services in their after-guarantee repair in December;

works on new construction, reconstruction, restoration, capital repairs and technical retrofitting, acquisition of fixed assets and housing;

services in conducting scientific, scientific and technical examination;

works on creation, production of literary, art and other works;

the goods, works and services having long cycle of production (more than three months) and/or the technical specification concerning which special requirements to technical characteristics of subject of purchase (production process) which differ from the international or national standards, regulations and rules are established;

software (software products, in particular licensed copies of computer programs, information products, information systems and complexes, databases) and works on its creation;

The equipment, the software, services in their installation and setup, services in adaptation of single platform of system of servicing of budgets of the automated E-treasury system for the purpose of realization of centralized model of treasurer servicing of accounts on receipts for the Public treasurer service;

goods, works and services at nonresidents of Ukraine if they are not made (are not provided) in Ukraine;

vaccines for preventive inoculations of animals;

the medical equipment and sanitary vehicles for providing healthcare institutions according to state programs and actions of program nature;

the goods and services connected with the organization and holding educational training camps and sports competitions abroad, the international sports competitions in Ukraine if implementation of advance payment is provided by regulatory documents of the international sports organizations;

brands of the excise tax for marking of alcoholic beverages and tobacco products;
