Rules of evaluating consequences of decision making about reconstruction, upgrade, about change of appointment or about liquidation of the object of social infrastructure for children which is federal state-owned property, the conclusion the federal state organization forming social infrastructure for children, lease contracts, agreements of free use of the property objects assigned to it;

Rules of evaluating consequences of decision making about reorganization or liquidation of the federal state organizations forming social infrastructure for children;

Rules of creation of the commission on assessment of consequences of decision making about reconstruction, upgrade, about change of appointment or about liquidation of the object of social infrastructure for children which is federal state-owned property, the conclusion the federal state organization forming social infrastructure for children, lease contracts, agreements of free use of the property objects assigned to it and also about reorganization or liquidation of the federal state organizations forming social infrastructure for children and preparation of the conclusions by said commission.

2. Evaluating consequences of decision making about reorganization or liquidation of the federal state educational organization forming social infrastructure for children is performed according to the order of the Government of the Russian Federation of February 6, 2014 No. 84 "About approval of Rules of evaluating consequences of decision making about reorganization or liquidation of the federal state educational organization and Rules of creation of the commission on assessment of consequences of decision making about reorganization or liquidation of the federal state educational organization and preparation of the conclusions by said commission".

1. These rules establish procedure for evaluating consequences of decision making about reconstruction, upgrade, about change of appointment or about liquidation of the object of social infrastructure for children which is federal state-owned property, the conclusion the federal state organization forming social infrastructure for children, lease contracts, agreements of free use of the property objects assigned to it (further respectively - decisions on use of object of social infrastructure, object of social infrastructure), and also criteria of this assessment.

Decisions on use of object of social infrastructure are made by the federal executive body performing functions and powers of the founder of the federal state organization to which on the appropriate corporeal right object of social infrastructure is assigned (concerning the object of social infrastructure constituting property of treasury of the Russian Federation, decisions are made by the federal executive body performing functions on management of federal property), in the presence of the positive conclusion of the commission on assessment of consequences of decision making about reconstruction, upgrade, about change of appointment or about liquidation of the object of social infrastructure for children which is federal state-owned property, the conclusion the federal state organization forming social infrastructure for children, lease contracts agreements of free use of the property objects assigned to it (further - the commission).

3. For evaluating consequences of decision making about use of object of social infrastructure the federal executive body performing functions and powers of the founder of the federal state organization to which on the appropriate corporeal right object of social infrastructure (concerning the object of social infrastructure constituting property of treasury of the Russian Federation is assigned - the federal executive body performing functions on management of federal property), before adoption of the relevant decision the offer on use of object of social infrastructure with appendix of necessary documents which list is established by the federal executive body performing functions and powers of the founder of the federal state organization to which on the appropriate corporeal right object of social infrastructure (concerning object of social infrastructure is assigned represents to the commission constituting property of treasury of the Russian Federation, - the federal executive body performing functions on management of federal property), in coordination with the Ministry of Public Education of the Russian Federation.

4. Consequences of the decision on use of object of social infrastructure are estimated by the following criteria:

a) ensuring continuation of rendering social services to children for the purpose of ensuring activity, education, development, rest and improvement of children, rendering medical care, prevention of diseases to them at children, their social protection and social servicing provided with use of the object of social infrastructure offered to reconstruction, upgrade, change of appointment or liquidation, and also to its transfer to lease, free use;

b) ensuring rendering services to children for the purpose of ensuring activity, education, development, rest and improvement of children, rendering medical care, prevention of diseases to them at children, their social protection and social servicing in amount, at least than an amount of such services provided with use of the object of social infrastructure offered to reconstruction, upgrade, change of appointment or liquidation, and also to transfer to lease, free use before adoption of the relevant decision.
