About determination of the questions which are within the competence of the First vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine

According to articles 42 and 43 of the Law of Ukraine "About the Cabinet of Ministers of Ukraine" the Cabinet of Ministers of Ukraine decides:

1. Determine the questions which are within the competence of the First vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine according to appendix 1.

2. Determine that in case of absence:

The Prime Minister of Ukraine its powers is performed by the First vice-Prime Minister of Ukraine;

The first vice-Prime Minister of Ukraine or one of vice-Prime Ministers of Ukraine their powers is performed by officials according to appendix 2.

3. Recognize invalid:

the resolution of the Cabinet of Ministers of Ukraine of February 4, 2013 No. 70 "About determination of the questions which are within the competence of the First vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine" (The Official Bulletin of Ukraine, 2013, No. 10, the Art. 376);

the resolution of the Cabinet of Ministers of Ukraine of August 7, 2013 No. 535 "About modification of Item 3 of appendix 1 to the resolution of the Cabinet of Ministers of Ukraine of February 4, 2013 No. 70" (The Official Bulletin of Ukraine, 2013, No. 63, the Art. 2280).

The questions which are within the competence of the First vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine

1. The first vice-Prime Minister of Ukraine and vice-Prime Ministers of Ukraine according to article 43 of the Law of Ukraine "About the Cabinet of Ministers of Ukraine":

provide accomplishment of the Program of activities of the Cabinet of Ministers of Ukraine, accomplishment of other tasks and powers assigned to the Cabinet of Ministers of Ukraine in the corresponding activities;

provide preparation of questions for consideration at cabinet meetings of Ukraine, previously consider and approve drafts of the laws, acts of the President of Ukraine which prepare the Cabinet of Ministers of Ukraine, and drafts of acts of the Cabinet of Ministers of Ukraine, promote coordination of line items between cabinet ministers of Ukraine, make offers on the agenda of cabinet meetings of Ukraine;

participate in consideration of questions at cabinet meetings of Ukraine, have the right to be present at meetings of the Verkhovna Rada of Ukraine and its bodies, to participate in work of boards of the ministries and other central executive bodies, meetings of Council of Ministers of the Autonomous Republic of Crimea;

provide interaction of the Cabinet of Ministers of Ukraine with the President of Ukraine and the Verkhovna Rada of Ukraine concerning activities of the Cabinet of Ministers of Ukraine, other executive bodies;

perform according to the decision of the Cabinet of Ministers of Ukraine management of consultative, advisory and other facilitative branches which are formed by the Cabinet of Ministers of Ukraine;

represent in accordance with the established procedure the Cabinet of Ministers of Ukraine in the relations with other bodies, the companies, organizations and the organizations in Ukraine and beyond its limits;

conduct negotiations and sign the international agreements of Ukraine according to the powers conferred to them;

perform other powers provided by the law.

2. Questions are within the competence of the First vice-Prime Minister of Ukraine Yarema V. G.:

ensuring strengthening of homeland security and defense capability of Ukraine, equipment of Armed Forces and other military forming;

protection and protection of frontier;

ensuring participation of the military personnel of Ukraine in the international peacekeeping peace support operations and safety;

protection and ensuring public order, personal security of citizens, prevention of offenses, fight against crime, traffic safety, migration, including counteraction of illegal (illegal) migration, registration of physical persons;

protection of important state objects;

civil protection, protection of the population and territories against emergency situations and prevention of their origin, mitigation of consequences of emergency situations, fire and technogenic safety, rescue case;

activities of judicial authorities and interaction with judicial authorities;

assistance of activities of bodies of prosecutor's office;

execution of criminal penalties;

coordination of actions of state bodies concerning protection of the rights of investors, strengthening of counteraction to illegal takeover and occupation of the companies, violation of the land legislation;

coordination of activities in the sphere of prevention and counteraction of legalization (washing) of income gained in the criminal way or to terrorism financing;

organizations of special communication and information security, telecommunications, uses of radio-frequency resource;

protection of intellectual property rights;

space activities;

other questions in the corresponding activities.

3. Questions are within the competence of the vice-Prime Minister of Ukraine of the Horned owl of A.M.:

culture and arts, protection of cultural heritage, cinematography;

state language policy;

international relations, religion and protection of the rights of ethnic minorities of Ukraine;

ensuring protection of public morals;

advertizing activities;

sanitary and epidemic wellbeing of the population;

counteractions of HIV infection/AIDS and other socially dangerous diseases;

sanatorium treatment;

constructions, repair (reconstruction) of healthcare institutions;

drug trafficking, psychotropic substances and precursors;

preserving national memory;

humanitarian assistance;
