About approval of the professional standard "Wholesale and Retail Trade"
According to Article 138-5 of the Labor code of the Republic of Kazakhstan, PRIKAZYVAYU:
1. Approve the enclosed professional standard "Wholesale and Retail Trade".
2. To committee of trade of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan in the procedure established by the legislation:
1) to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication in information system of law of Ad_let and in official mass media;
2) to provide publication of this order on Internet resource of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
3. To impose control of execution of this order on the vice-Minister of Economy and Budget Planning of the Republic of Kazakhstan Zhaksylykov T. M.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. The professional standard "Wholesale and Retail Trade" (further - PS) is determined in the field of professional activity by "Wholesale and retail trade" of the requirement to skill level, competence, content, quality and working conditions and is intended for:
1) regulations of interaction of the labor sphere and sphere of professional education;
2) regulations of requirements for development of programs of preparation, advanced training and occupational retraining;
3) regulations of requirements for employee competence rating in case of certification and certification of personnel.
2. The main users of PS are:
1) graduates of the organizations of education, workers;
2) heads and employees of the organizations, heads and specialists of divisions of personnel management of the organizations;
3) the specialists developing educational programs;
4) specialists in the field of assessment of professional readiness and confirmation of conformity of qualification of specialists.
3. On the basis of PS qualification characteristics, job descriptions, professiogramma, standard training programs, standard curricula, corporate standards of the organizations are developed.
4. In this PS the following terms and determinations are applied:
1) qualification - readiness of the worker for high-quality accomplishment of specific functions within certain type of labor activity;
2) qualification level - set of the requirements to employee competences differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence;
3) object of the labor - subject to which actions of the worker for the purpose of creation of product by means of certain labor instruments are directed;
4) labor instruments - the means used by the worker for transformation of object of the labor from initial condition in product;
5) type of labor activity - the component of area of professional activity created by complete set of labor functions and competences, necessary for their accomplishment;
6) labor function - enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;
7) area of professional activity - the set of types of labor activity of industry having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;
8) the professional standard - the standard determining in specific area of professional activity of the requirement to skill level, competences, to content, quality and working conditions;
9) unit of the professional standard - the structural element of the professional standard containing the developed characteristic of specific labor function which is labor activity, complete, complete, rather autonomous and significant for this type;
10) profession - sort of labor activity which requires ownership of complex of the special theoretical knowledge and practical skills acquired as a result of special preparation, work experience;
11) competence - capability to apply knowledge, abilities and experience in labor activity;
12) position - the functional place in system organizationally - administrative hierarchy of the organization;
13) task - set of the actions connected with realization of labor function and achievement of result with use of specific objects and labor instruments;
14) industry - set of the companies and organizations of which the community of products, the production technology, fixed assets and professional skills working is characteristic;
15) industry frame of qualifications - the structured description of the qualification levels recognized in industry;
16) the functional card - the structured description of the labor functions and tasks which are carried out by the worker of certain type of activity within this or that area of professional activity;
17) POS materials (from English point of sales (place of sale) - means for registration of places of sale of goods (the materials containing advertisement and stimulating promotion of brand or goods in points of sale).
5. The passport of PS determines the following:
1) type of economic activity (area of professional activity):
The general qualifier of types of economic activity (further - RK Group 03-2007): "46 Wholesale trade, except for cars and motorcycles" and "47 Retail trade, except trade in cars and motorcycles";
2) main objective of type economic (areas professional) activities:
wholesale and retail trade;
3) types of labor activity (profession) on qualification levels according to appendix 1 to this PS.
6. The card of type of labor activity (profession) contains:
1) qualification level on ORK - 4;
2) the Profession the merchandiser obliges the subject to perform stimulation of retail sales through drawing attention of final buyers to certain brands or groups of goods in points of sale due to observance of certain rules and standards of the calculation.
7. The card of type of labor activity (profession) contains:
1) qualification level on ORK - 4-6;
2) possible options of positions: purchasing manager, supply agent, supply manager.
3) the profession of the purchasing manager obliges the subject to perform creation of reliable delivery of products to the organization with the greatest possible cost efficiency, quality and the shortest time.
8. The card of type of labor activity (profession) contains:
1) qualification level on ORK - 4-6;
2) possible options of positions: logistician, logistical manager, manager of supply chain, head of the logistics department
3) the profession of the logistician obliges the subject to perform the organization, planning, control and accomplishment of goods flow from designing and purchases, through production and distribution to the final consumer for the purpose of satisfaction of market requirements with the minimum operating and capital costs.
8. The list of units of PS is provided in tables 1 - 3 appendices 3 to this PS and contains the code and the name of unit of PS.
9. The description of units of PS is provided in tables 1-7 of appendix 4 to this PS.
10. The organizations in the field of assessment of professional readiness and confirmation of conformity of qualification of specialists issue certificates on the basis of this PS.
11. The types of certificates issued on the basis of this PS are determined according to the list of units of PS which development is necessary for receipt of the certificate, provided in appendix 3 these PS.
12. The PS developer is GU "Committee of Trade of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan".
