About approval of professional standards of the social and labor sphere

According to Item 3 of Article 138-5 of the Labor code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve:

1) the professional standard "Rendering the Public Assistance at Home" according to appendix 1 to this order;

2) the professional standard "Organization of Services in Pension Payment and Benefits" according to appendix 2 to this order;

3) the professional standard "Organization of Services of the Centers (Services) of Employment" according to appendix 3 to this order;

4) the professional standard "Positions of Medico-social Organizations (Organizations)" according to appendix 4 to this order;

5) the professional standard "The Organization of Services in Social Adaptation for Persons Which Are Not Taking Certain Residence" according to appendix 5 to this order;

6) the professional standard "Services in Development of Prosthetic and Orthopedic Products" according to appendix 6 to this order.

2. To department of work and social partnership (Ospanov A. A.) in the procedure established by the legislation to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication.

3. To impose control of execution of this order on the Vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Absattarov K. B.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Professional standard "Rendering the Public Assistance at Home"

1. General provisions

1. The professional standard "Rendering the Public Assistance at Home" (further - PS) determines requirements to skill level, competence, content, quality and working conditions and is intended for:

1) developments of single requirements to content of professional activity, for updating of the qualification requirements meeting modern requirements of the labor market;

2) solutions of wide range of tasks in the field of personnel management (development of systems of motivation and stimulation of personnel, job descriptions, selection, matching and certification of personnel, career planning);

3) forming of educational programs of all levels of professional education, personnel training at the companies, and also developments of educational and methodical materials to these programs;

4) evaluating professional readiness and confirmation of conformity of qualification of specialists.

2. On the basis of PS qualification characteristics, job descriptions, standard training programs, standard curricula, corporate standards of the organizations are developed.

3. In this PS the following terms and determinations are applied:

1) qualification - readiness of the worker for high-quality accomplishment of specific functions within certain type of labor activity;

2) qualification level - set of the requirements to employee competences differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence;

3) labor function - the component of type of labor activity representing the integrated and rather autonomous set of labor actions, the determined business processes and assuming availability of necessary competences for their accomplishment;

4) area of professional activity - the set of types of labor activity of industry having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;

5) PS - the standard determining in specific area of professional activity of the requirement to skill level and competence to content, quality and working conditions;

6) unit of PS - the PS structural element containing the developed characteristic of specific labor function which is labor activity, complete, complete, rather autonomous and significant for this type;

7) profession - sort of labor activity which requires ownership of complex of the special theoretical knowledge and practical skills acquired as a result of special preparation, work experience;

8) competence - capability to apply knowledge, abilities and experience in labor activity;

9) industry frame of qualifications (further - ORK) - the structured description of the qualification levels recognized in industry;

10) national frame of qualifications (further - NRK) - the structured description of the qualification levels recognized in the labor market.

3) types of labor activity (profession) on qualification levels according to appendix 1 to this PS.

5. Requirements of PS belong to the following professions in the field:

the social worker on care of handicapped children and disabled people is more senior than 18 years with psychoneurological diseases;

the social worker on leaving for aged and disabled people; consultant for social work;

head of department of the public assistance at home;

chief of structural division of the organization of social protection.

2) basic group on the State qualifier of occupations of the Republic of Kazakhstan (further - RK Group 01 - 2005): 1228 - "Heads of specialized divisions (services) in the organizations of the sphere of social servicing of the population";

3) possible names of position (profession): head of department of the public assistance at home;

4) the generalized description of the carried-out labor activity:

the common directorship work of department of the public assistance at home and providing carrying out work on identification and accounting of the citizens living in the territory of action of department who appeared in difficult life situation and the families needing social servicing;

5) possible places of employment, requirements to professional education and training of the worker, need of the certificates confirming qualification, requirements to practical experience of work special conditions of the admission to work are given in Chapter "Possible places of employment by profession. 13. The organizations in the field of assessment of professional readiness and confirmation of conformity of qualification of specialists issue certificates on the basis of this PS.
