About some questions of the Ministry of Internal Affairs of the Russian Federation

For the purpose of enhancement of activities of the Ministry of Internal Affairs of the Russian Federation I decide:

1. Establish the extreme number of staff of law-enforcement bodies of the Russian Federation (without personnel on protection and servicing of buildings) financed by budgetary appropriations of the federal budget in number of 894 869 units, including the staff of law-enforcement bodies of the Russian Federation in number of 746 859 people, federal government civil servants - 17 197 people, workers - 130 813 people.

2. To the government of the Russian Federation to provide allocation to the Ministry of Internal Affairs of the Russian Federation of budgetary appropriations from the federal budget, necessary for realization of Item 1 of this Decree.

3. Bring in the Presidential decree of the Russian Federation of November 23, 1998 No. 1422 "About measures for enhancement of the organization of pretrial investigation in system of the Ministry of Internal Affairs of the Russian Federation" (The Russian Federation Code, 1998, No. 48, Art. 5923; 2005, No. 19, Art. 1781; 2006, No. 1, Art. 116; 2008, No. 43, Art. 4919; No. 49, Art. 5762; 2010, No. 3, Art. 277; No. 8, Art. 839; 2011, No. 4, Art. 572; No. 43, Art. 6026; 2012, No. 22, Art. 2757; 2014, No. 14, the Art. 1616) and in the Regulations on bodies of pretrial investigation in system of the Ministry of Internal Affairs of the Russian Federation approved by this Decree, the following changes:

b) in the Provision:

in item 4 of the word "investigative parts of head departments of the Ministry of Internal Affairs of the Russian Federation on federal districts" shall be replaced with words "investigative part of Head department of the Ministry of Internal Affairs of the Russian Federation across the North Caucasian Federal District";

state Item 12 in the following edition:

"12. Investigative part of Head department of the Ministry of Internal Affairs of the Russian Federation across the North Caucasian Federal District is headed by the deputy chief of Head department of the Ministry of Internal Affairs of the Russian Federation across the North Caucasian Federal District - the chief of investigative part who is appointed to position and is dismissed by the President of the Russian Federation on representation of the Minister of Internal Affairs of the Russian Federation.

a) the paragraph one of item 4 to state in the following edition:

"4. Determine that territorial authority of the Ministry of Internal Affairs of the Russian Federation at the district level is the Head department of the Ministry of Internal Affairs of the Russian Federation across the North Caucasian Federal District.";

b) state Item 4.1 in the following edition:

"4.1. Assign to Head department of the Ministry of Internal Affairs of the Russian Federation across the North Caucasian Federal District accomplishment of the following main objectives:

a) the analysis and coordination of activities of law-enforcement bodies in the North Caucasian Federal District within powers of Head department, set by the Minister of Internal Affairs of the Russian Federation;

b) identification, the prevention, suppression and preliminary inquiry of crimes within the powers of Head department established by the Minister of Internal Affairs of the Russian Federation;

c) implementation of interaction with the plenipotentiary of the President of the Russian Federation in the North Caucasian Federal District and permanent coordination meetings on providing law and order in the subjects of the Russian Federation which are in limits of the North Caucasian Federal District, concerning activities of law-enforcement bodies, carried to their competence in accordance with the legislation of the Russian Federation.".

a) state Item 3 in the following edition:

"3. Establish the extreme number of staff of central office of the Ministry of Internal Affairs of the Russian Federation (without personnel on protection and servicing of buildings) in number of 6458 units, including the staff of law-enforcement bodies of the Russian Federation in number of 5343 people, the military personnel of internal troops of the Ministry of Internal Affairs of the Russian Federation - 545 people, federal government civil servants - 530 people, workers - 40 people.";

b) in the subitem "an" of item 4 of the word "head departments of the Ministry of Internal Affairs of the Russian Federation on federal districts" shall be replaced with words "Head department of the Ministry of Internal Affairs of the Russian Federation across the North Caucasian Federal District".
