Article 1. Subject of regulation of this Federal Law

This Federal Law determines features of legal regulation of the relations in the field of education in connection with acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol.

Article 2. Compliance of educational and educational and qualification levels

1. The educational levels established in the Republic of Crimea and the federal city of Sevastopol about day of acceptance to the Russian Federation of the Republic of Crimea (further - day of acceptance), are equated to the education levels, the established Federal Law of December 29, 2012 No. 273-FZ "About education in the Russian Federation", in the following procedure:

1) the primary general education - to the primary general education;

2) basic general secondary education - to the main general education;

3) complete general secondary education - to the secondary general education;

4) vocational training - to the secondary professional education got according to programs of training of skilled workers, employees;

5) incomplete higher education - to the secondary professional education got according to programs of training of specialists of average link;

6) basic higher education - to the higher education - bachelor degree;

7) complete higher education - to the higher education - specialist programme or magistracy.

1.1. Post-qualifying education according to the educational programs of clinical internship and internship realized in the Republic of Crimea and the federal city of Sevastopol about day of acceptance is equated to the higher education - training of the top skills according to programs of internship.

2. Educational and qualification levels according to which preparation in the educational organizations located in the territories of the Republic of Crimea and the federal city of Sevastopol about day of acceptance was performed are equated to the education levels and qualification, the established Federal Law of December 29, 2012 No. 273-FZ "About education in the Russian Federation", in the following procedure:

1) the skilled worker - to the qualification by profession secondary professional education confirmed by the diploma about secondary professional education;

2) the junior specialist - to the qualification as secondary professional education confirmed by the diploma about secondary professional education;

3) the bachelor - to qualification in the direction of the preparation of the higher education confirmed by the bachelor's degree;

4) the specialist - to the qualification as the higher education confirmed by the diploma of the specialist;

5) the master - to qualification in the direction of the preparation of the higher education confirmed by the diploma of the master.

3. Depending on the education level the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the general education or the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the higher education establishes compliance of professions, directions and specialties on which preparation according to the educational and qualification levels specified in part 2 of this Article, to the professions, specialties and the directions of preparation established in the Russian Federation was performed.

4. The federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the higher education in coordination with the federal executive body performing functions on development of state policy and normative legal regulation in the field of health care establishes compliance of the specialties of clinical internship and internship specified in part 1.1 of this Article, to the specialties of internship established by the legislation of the Russian Federation.

Article 3. Students of the organizations performing educational activities and located in the territories of the Republic of Crimea and the federal city of Sevastopol

1. From the date of acceptance for the learning organizations performing educational activities and located in the territories of the Republic of Crimea and the federal city of Sevastopol it is determined that:

1) persons getting preschool education are considered accepted on training in educational programs of preschool education;

2) persons getting out-of-school education are considered accepted on training in additional general education programs;

3) persons accepted on training for receipt of the educational and (or) educational and qualification levels applied in the specified subjects of the Russian Federation about day of acceptance are considered accepted on training in educational programs according to the education levels and qualification by professions, specialties and the directions of preparation according to article 2 of this Federal Law;

4) persons having training in postgraduate study (graduate military course) or in the form of assistantship training are considered accepted on training in programs of training of research and educational personnel in postgraduate study (graduate military course) and according to programs of assistantship training respectively;

5) persons getting post-qualifying education in clinical internship and internship are considered accepted on training in programs of internship;

6) persons getting post-qualifying education in the form of advanced training and retraining of personnel are considered accepted on training in programs of advanced training and programs of occupational retraining respectively;

7) persons accepted on training in training programs of professional training of workers in working professions are considered accepted on training in the main programs of professional training.

2. The rights and obligations of students according to the appropriate educational programs provided by the Federal Law of December 29, 2012 No. 273-FZ "About education in the Russian Federation" extend to the students specified regarding 1 this Article. The specified student provides measures of social support and stimulation, stipulated by the legislation to the Russian Federation, in amount there are at least amount of such measures provided to them on the date of acceptance before completion of training in the appropriate educational programs.
