Regulations on Crisis Management Centre under the Ministry of emergency situations of the Kyrgyz Republic

1. General provisions

1. The Crisis Management Centre under the Ministry of emergency situations of the Kyrgyz Republic (further - the Center) is subordinated division of the Ministry of emergency situations of the Kyrgyz Republic (further - the Ministry).

2. The center is body of daily management of single management information system in emergency and crisis situations in the Kyrgyz Republic (further - single management information system) and is intended for consolidation of information resources and opportunities of functional and territorial subsystems of the State system of Civil protection (further - GSGZ), for the purpose of operational management in crisis and emergency situations.

3. The center in the activities is guided by the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "About Civil protection", regulatory legal acts of the Kyrgyz Republic and this Provision.

4. The center has legal capacity of the legal entity, acting in form of business of public institution, has accounts in system of treasury of the Kyrgyz Republic, separate balance, the main and current assets.

- coordination of activities of single public service on duty and dispatching - 112 and nation-wide complex system of informing and the notification of the population in all territory of the Kyrgyz Republic;

- determination of calculation of forces and means, operational planning and preparation of relevant decisions for management on liquidation of emergency situations, the organization of interdepartmental interaction, coordination of actions of task forces in the field of Civil protection, the ministries and departments, rescue crews and the emergency services.

10. The center in case of accomplishment of the tasks assigned to it performs the following functions:

- collection, analysis and assessment of data of real situation on the prevention and mitigation of consequences of emergency situations;

- systematization and maintaining the GSGZ single information database, including on the basis of Geographic information systems of the Center, ensuring functioning of the applied and system software, technical support of work of the Center;

- maintaining and building-up of the information databases providing functioning of system of decision support;

- promotion and dissemination of knowledge in the field of protection of the population and the territories against emergency situations by holding of conferences, seminars and other actions;

- control of condition of communication centers, control centers and the automated warning systems, and also of ensuring their steady work;

- coordination of activities of services on duty and dispatching of the ministries and departments of the republic concerning civil protection;

- coordination of actions for creation, development and steady functioning of the automated management information system (further - AIUS) bodies of GSGZ for the questions which are within the competence of the Center.

3. Rights of the Center

11. The center for implementation of the tasks has the right:

- interact with the ministries, administrative departments, local public administrations and local government bodies;

- bring to operations duty officers of changes, task forces, operational staff, services of civil protection of the Kyrgyz Republic and structural divisions of the ministry, the received orders, signals, orders and to control their accomplishment;

- request and obtain in accordance with the established procedure operational information, documents, materials, references and other data from operations duty officers of the emergency services and the interacting government institutions, services on duty and dispatching on the predicted and arisen emergency situations, condition of forces and means of permanent readiness, reports on the carried-out works on liquidation of emergency situations for the purpose of generalization of data of situation;
