About openness of activities of state governing bodies

The purpose of this Law is regulation of the relations in the field of openness of activities of state governing bodies.
The main objectives of this Law are:
ensuring access of physical persons and legal entities to information on activities of state governing bodies;
providing guarantees of right to be informed about activities of state governing bodies;
increase in responsibility of state governing bodies and their officials for the made decisions;
determination of procedure for distribution of information on activities of state governing bodies.
The legislation on openness of activities of state governing bodies consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about openness of activities of state governing bodies then are applied rules of the international treaty.
This Law extends to ensuring openness of activities of state governing bodies, their structural and territorial subdivisions.
Operation of this Law does not extend on:
procedure for ensuring access to personal data of physical persons;
procedure for consideration by state governing bodies of statements, offers and claims;
procedure for provision by state governing bodies in other state governing bodies of information on the activities in connection with implementation of the powers by them;
separate types of information about activities of state governing bodies which features of provision are provided by other acts of the legislation.
The basic principles of openness of activities of state governing bodies are:
general availability, timeliness and reliability of information provided by them;
publicity and transparency of their activities;
freedom of search, obtaining and distribution of information on activities of state governing bodies;
observance of the rights and legitimate interests of citizens on protection against infringement of their honor and advantage, interventions in their private life, and also the rights of citizens and legal entities on protection of their goodwill by provision of information on activities of state governing bodies.

regulatory legal acts, normative and other acts adopted by state governing bodies and also data on the course of their execution;
data on modification and amendments, and also recognition, normative and other acts adopted by the state governing bodies which voided regulatory legal acts;
data on the drafts of regulatory legal acts, normative and other acts developed by state governing bodies;
data on implementation of the state and other programs by state governing bodies;
the relevant information on use of budgetary appropriations, means of off-budget funds of state-financed organizations, the held competitions (tenders) and delivery of goods purchased placed by the ministries, departments, the state trust funds and other managers of budgetary funds on the official websites;
data on the public events held by state governing bodies (meetings, meetings, meetings, press conferences, briefings, seminars, "round tables" and others);
data on interaction of state governing bodies with other state governing bodies, physical persons and legal entities, and also the foreign and international organizations;
data on international treaties of the Republic of Uzbekistan in which implementation state governing bodies take part;
data on the main indicators, including the social and economic development characterizing condition of industry (territory) relating to field of activity of state governing bodies and dynamics of its development;
data on open tenders (tenders) and auctions held (organized) by state governing bodies;
data on vacant workplaces, employment conditions and requirements to candidates for replacement of vacant workplaces;
data on the coordinating and advisory bodies formed by state governing bodies;
plans of holding open joint sessions of state governing bodies, including drafts of the agenda of meetings, date, the place and time of carrying out, procedure for presence on them.
Other data according to the legislation also can be carried to information on activities of state governing bodies.
State governing bodies according to provisions of this Article approve the list of information on the activities.
