About the Program of complex measures for building and reconstruction of Mr. Shakhrisabz of the Kashkadarya region
For the purpose of ensuring implementation of the master plan of Mr. Shakhrisabz by careful preserving and the rational organization of modern use of objects of cultural heritage of historical part of the city, every possible assistance to development of its historical and architectural, welfare and tourist potential, creating favorable conditions for accommodation of the population the Cabinet of Ministers decides:
1. Approve the Program of complex measures for building and reconstruction of Mr. Shakhrisabz of the Kashkadarya region (further - the Program) including actions on:
to construction and reconstruction of objects of road and transport infrastructure according to appendix No. 1;
to construction new modern and to major repair of the existing suburban bus stations, and also updating of railway vehicles of bus fleet according to appendix No. 2;
to development of systems of engineering communications according to appendix No. 3;
to improvement of architectural and planning appearance according to appendix No. 4;
to restoration and improvement of condition of objects of historical and cultural heritage according to appendix No. 5;
to construction of modern hotels according to appendix No. 6;
to designing of individual and multi-storey apartment houses and parcellation for their construction according to appendix No. 7.
2. Form the Working commission on realization and monitoring of accomplishment of complex measures for building and reconstruction of Mr. Shakhrisabz of the Kashkadarya region (further - the Working commission) in structure according to appendix No. 8.
Assign to the Working commission (Azimov R. S.):
implementation of system control of the course of implementation of works on construction and reconstruction of the objects included in the Program, and also acceptance of necessary measures for ensuring their commissioning at the scheduled time;
coordination of works on development of the design estimates, to conducting examination, timely opening of financing of building and construction works on the objects included in the Program, and also control of strictly target use of means;
implementation of measures for ensuring timely demolition in accordance with the established procedure emergency and shabby apartment houses according to the master plan of Mr. Shakhrisabz, with high-quality preparation of necessary scope of work for implementation of planned activities.
Grant the right of the Working commission to make, if necessary, changes and amendments to the Program for the reasonable offers of the ministries, departments and economic associations approved with Gosarkhitektstroy, the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan, khokimiyats of the Kashkadarya region and Shakhrisabzsky district.
3. To the khokimiyats of the Kashkadarya region and Shakhrisabzsky district, the ministries, departments, economic associations and commercial banks involved within program implementation:
in a month to approve in accordance with the established procedure network schedules of development of the project documentation and the implementation of actions and projects included in the Program;
provide full implementation of the planned measures it is strict according to the parameters and terms provided in the Program;
on permanent basis to perform monitoring of accomplishment of parameters of the Program with acceptance of necessary organizational and practical measures for the operational solution of the arising problematic issues;
to monthly provide information on the course of accomplishment of the Program in the Working commission.
4. To provide to the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan together with khokimiyat of the Kashkadarya region when forming the Investing program and parameters of the Government budget for 2015 and the next years inclusion in them of the projects provided to realization within the Program in the presence of the design estimates proved and approved in accordance with the established procedure.
5. To provide to khokimiyats of the Kashkadarya region and Shakhrisabzsky district:
rendering every possible assistance to initiators of projects in allocation of the suitable parcels of land, and also holding the registration procedures necessary for the organization of tourist and other business;
together with the Ministry of cases of culture and sport of the Republic of Uzbekistan and other interested ministries and departments creation of necessary conditions for implementation of works on preserving objects of cultural heritage of Mr. Shakhrisabz.
6. To provide to Gosarkhitektstroy of the Republic of Uzbekistan implementation of expert support of project works and proper state supervision of quality of building and construction works on the objects included in the Program.
7. Recommend to commercial banks to allocate:
to customers and the contract organizations attracted to carrying out construction, reconstruction and major repair of the objects included in the Program - the credits on rate per hundred are not higher than refunding rate of the Central bank of the Republic of Uzbekistan;
to entrepreneurs and handicraftsmen - the credits for acquisition of the objects of entrepreneurship constructed in the territory of the historical area of Mr. Shakhrisabz, for a period of 15 years on rate per hundred are not higher than refunding rate of the Central bank of the Republic of Uzbekistan.
8. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.
