1. Approve the enclosed standard of the state service "State Testing of Agricultural Plants for Economic Usefulness".

Standard of the state service "State Testing of Agricultural Plants for Economic Usefulness"

1. General provisions

1. The state service "State Testing of Agricultural Plants for Economic Usefulness" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears the Ministry of Agriculture of the Republic of Kazakhstan (further - the service provider).

Documents acceptance on receipt of the state service is performed through State commission on sortoispytaniye of crops (further - State commission).

1) from the moment of submission of documents by uslugopoluchatel:

3) when carrying out testing and assessment of grades of agricultural plants according to the state sortoispytaniye - at least three years (two vegetative periods);

4) the most allowed time of expectation for delivery of necessary documents - no more than 30 minutes;

5) the most allowed time of servicing of uslugopoluchatel - no more than 30 minutes.

Result of rendering the state service - the copy of the order of the service provider on inclusion of grade in the State register of the selection achievements allowed to use in the Republic of Kazakhstan, the grade published based on the conclusion of State commission about the admission to use on complex of economic and valuable signs or the conclusion of State commission on paper with reasons for removal of grade from further testing.

7. The state service is rendered free of charge to physical persons and legal entities.

The working schedule of the service provider Monday through Friday from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except for days off and holidays, according to the labor law of the Republic of Kazakhstan, in turn without making an appointment and the accelerated servicing.

9. The list of the documents necessary for rendering the state service in case of the address of uslugopoluchatel (or his representative by proxy) to the service provider:

1) the statement on the admission of selection achievement to use, in duplicate, in form according to appendix to this standard of the state service;

2) when carrying out testing and assessment of grades of agricultural plants according to uslugopoluchatel - documentation confirming positive results of testing of grade of agricultural plant, authorized bodies of other states which are carried out in the conditions similar in soil and climatic parameters to conditions of the corresponding administrative and territorial unit;

3) minutes abstract of meeting of the academic council about transfer of selection achievement on the state testing for economic usefulness in one copy (for the scientific organizations);

4) the questionnaire of selection achievement in duplicate (according to the corresponding culture);

5) the description of selection achievement in form for the corresponding childbirth and types in duplicate;

6) photos of flowers, inflorescences, reproductive parts of plants and normally developed plant in phase of economic use on white background with large-scale line (the size of photo 9x12 or 13x 18) with indication of the name of grade;

7) the technological reference on grade/hybrid;

1) numbers and dates of documents acceptance;

2) type of required state service;

3) quantity and names of documents;

4) date (time) of receipt of the state service;

5) surnames, name, middle name (in the presence in the identity document) the responsible official of State commission who accepted documents.

By provision of complete document package, specified in Item 9 of this standard of the state service, the State commission within two months from the moment of receipt of documents from uslugopoluchatel carries out preliminary expert examination of document package.

3. Procedure for appeal of decisions, actions (failure to act) of the service provider and (or) their officials concerning rendering the state service
