About approval of Strategy of water supply and sanitation (2014-2030)
For the purpose of development of the region of water supply and sanitation, creation of necessary base for step-by-step ensuring till 2028 access to safe drinking water and adequate conditions of sanitation for all settlements and the population of the Republic of Moldova, promoting thus improvement of health, advantage and quality of life and economic development of the country, the Government DECIDES:
1. Approve the Strategy of water supply and sanitation (2014-2030), according to appendix No. 1.
1-1. Approve the Action plan for 2020-2024 on strategy implementation of water supply and sanitation (2014-2030), according to appendix No. 1-1.
2. To provide to the ministries and other central administrative authorities within the competences accomplishment and to provide annually till January 15 to the Ministry of Agriculture, regional development and the environment information on implementation of requirements of Strategy of water supply and sanitation (2014-2030).
3. To the Ministry of Agriculture, regional development and the environment to carry out monitoring and to provide to the Government till February 15 of accounting year annual statements about process of implementation of Strategy (2014-2030).
4. Recognize invalid some orders of the Government according to appendix No. 2.
5. To impose control over the implementation of this Resolution on the Ministry of Agriculture, regional development and the environment.

The Republic of Moldova which is in process of negotiations on agreement signature on association with the European Union (EU) assumed number of obligations in many areas on accession of the legislation and national standards to the European regulations and standards.
The European legislation in the field of water supply and sanitation can be realized only by large investments into infrastructure. In case of current economic situation of the country such investments shall be planned and programmed taking into account forced restrictions therefore the Republic of Moldova pays special attention to this question.
The area of public services in water supply and water disposal underwent considerable transformations in the last 5 years as from the technical, and organizational point of view.
Therefore the Ministry of Agriculture, regional development and the environment, responsible for development of the region of water supply and sanitation, proceeding from the analysis of the existing situation, modeling of possible scenarios of upgrade and development of water and sewer economy promotes adoption of important decisions in the direction of actions of the subsequent stages.
It is necessary to consider that public services of water supply and sanitation play crucial role for improvement of quality of life of all citizens and avoidance of social exception and isolation. Considering their importance for economy and production of other goods and services, efficiency and their quality are the competitive and very connecting factor, especially considering that they allow to attract investments into less safe regions.
Public services of water supply and sanitation are in the center of political debate, in particular, from the point of view of role which is played by bodies of the public power in the conditions of market economy, namely, on the one hand, for ensuring proper functioning of the market and on the other hand, ensuring general interest, in particular satisfactions of paramount needs of citizens.
Ensuring public services in water supply and sanitation in effective and non-discriminatory form is, in turn, condition for the best economic integration to the European Union.
The strategy of water supply and sanitation (further - Strategy) places public services of water supply and sanitation in the area of general economic interest as it is determined in the Green book of the European Union, and aims to attach these services to the European concept.
Need of development of the new strategy oriented to modern requirements of society and the European legislation proceeds from the analysis and assessment of the results achieved in case of implementation of Strategy of water supply and the sewerage of settlements of the Republic of Moldova approved by the Order of the Government No. 662 of June 13, 2007, by the Program for water supply and the sewerage of the Republic Moldova till 2015 approved by the Order of the Government No. 1406 of December 30, 2005 and the National program "Moldavian Village" for which was established:
a) the main objectives of development of public services of water supply and the sewerage provided in the specified programs were not executed;
b) attraction and use of the non-paid funds and the credits mentioned in this Strategy was inefficient, for example, the grant from Turkey for construction of treatment facilities in the city of Chadyr-Lunga was mastered, but the station does not work; the loan granted by the state of Kuwait in 2006 for 6 settlements is not used.
Also the Strategy of water supply and the sewerage of 2007 does not provide action, characteristics and indicators, according to:
a) threats of climate change for water resources of the Republic of Moldova, as from the point of view of quantity, and quality;
b) availability of the data from the field of water supply and sanitation vital for acceptance of reasoned decisions about development of infrastructure of area;
c) policy in the field of settlement of the prices of water and the sewerage;
d) information management in the field of water supply and sanitation which shall conform to requirements of E-management now;
e) need of impact of the government on political, legal and institutional basis;
f) assessment of impact of the finance and non-financial costs connected with strategy implementation;
g) by the method and mechanisms of monitoring of Strategy expected by results, progress indicators, stages of realization and the reporting.
The negative impact on development of infrastructure was made by both tangled and unreal calculation. As a result during the period from 2008 to 2012 investments in the amount of 3 559 155 thousand lei, necessary for creation of water supply systems and the sewerage in settlements of the Republic of Moldova were not realized.
The above allows to review opportunities and priorities of the Strategy approved in 2007. Again developed strategy of water supply and sanitation is based on signed key documents, such as the Millennium development goals; The Concept of environmental policy (approved by the Resolution of Parliament No. 605 of November 2, 2001); The National program of providing ecological safety for 2007-2015 (approved by the Order of the Government No. 304 of March 17, 2007); The National strategy of regional development for 2013-2015 (approved by the Order of the Government No. 685 of September 4, 2013); Target indicators and terms of implementation of the Protocol on problems of water and health (approved by the order of the Minister of Health and minister of the environment No. 17/115 of February 19, 2010).
This Strategy is not limited to final conclusions and recommendations, but determines necessary measures for goal achievement and results in the field of water supply and sanitation.
In Strategy new visions for development of the region of water supply and sanitation are offered and such terms as are used
the plan of water supply and sanitation - the document of long-term investment development planning of infrastructure of water supply and the sewerage developed for the specific region, the area or the settlement (municipium, the city, the village, the commune) so that it precisely considered the existing systems and availability and restrictions connected with local sources of water, and provisions of the current legislation;
sanitation - number of public services and actions for safety from the sanitary and epidemiologic, hygienic and ecological points of view:
(a) collection, transportation and cleaning household, fecal (containing human allocations) and storm waters; and also
(b) removal and processing of deposit from toilets, septic tanks and municipal treatment facilities for reduction of chemical pollution, distribution of microbes and maintenance of the healthy and steady environment;
the feasibility statement - the document on the basis of which the project documentation including provision of information on multidimensional impact of the project, and also economic viability and financial stability of capital investments on the project is developed.
Now the field of water supply and sanitation is regulated by row legislative and the regulations developed, accepted and changed according to new conditions and provisions which, however, need to be enhanced, respectively:
The law No. 436-XVI of December 28, 2006 on local public authority which establishes and regulates procedure for the organization and functioning of bodies of local public authority in administrative and territorial units.
The law No. 1402-XV of October 24, 2002 on public services of municipal services establishes the unified legal basis of creation and the organization of activities of public services of municipal services of administrative and territorial units, including monitoring and control of their functioning.
The law No. 272-XIV on drinking water of February 10, 1999 establishes requirements for ensuring safe operation of water supply and shall be reviewed according to the Directive 98/83/EU on quality of the water intended for consumption of the population.
The law No. 272 on water of December 23, 2011 is harmonized with several provisions of the European directives. The law is directed to protection of waters against pollution and establishes standard rates of quality of the environment.
The law No. 10-XVI of February 3, 2009 on the state supervision of public health is aimed at providing optimum conditions for protection and strengthening of health of the population and improvement of quality of life.
The law No. 303 of December 13, 2013 on public service of water supply and the sewerage regulates the single legal base in the field of creation, the organizations, managements, financings, operation, monitoring and control of work of public services in supply with drinking, technological water and the sewerage of household sewage.
The order of the Government No. 934 of August 15, 2007. "About creation of the automated information system "The State Register of the Bottled Natural Mineral Water, Drinking Water and Soft Drinks" regulates quality of drinking water and the requirement of monitoring and the reporting under quality of drinking water.

The principal competent authority in the field of water supply and sanitation - the Ministry of Agriculture, regional development and the environment which mission consists in ensuring realization of the constitutional prerogatives of the Government by development, promotion and realization of sectorial policy.
The Ministry of Health, work and social protection performs powers, taking out the conclusions about permission to water use, dumping of sewage, establishment of sanitary protection zones for networks and constructions of water supply and the sewerage, makes sanitary examination in the field of monitoring of quality of the drinking water pumped to consumers.
The Ministry of Economy and Infrastructure is the central industry body of public management which develops and pursues state policy in the field of improvement and planning of the territory, architecture, town planning, construction, production of construction materials, housing and regional development.
The administration of local public authority of the first level bears responsibility for development and document approval on town planning, and the second level - for development and approval of plans of improvement of the territory. The ministry regional economies and infrastructures takes out the general conclusions according to documentation, town planning and improvement of the territory on the basis of the conclusions and the interested central bodies, develops and advances the state plans in the field of regional development, improvement and development of the territory, architecture, town planning, construction, production of construction materials, housing constructions. Local public authorities approve master plans of town planning and plans of improvement of the territory of the area, including sector of water supply and sewerage, and the Ministry of Economy and Infrastructure takes out the general conclusion.

The agency on geology and mineral resources, subordinated to the Ministry of Agriculture, regional development and the environment, is responsible for realization of state policy in the field of geological studying, use and protection of subsoil and underground waters.
