1. Approve Rules of collection, generalization and the analysis of the reporting taking into account information on purchases at the domestic producers included in the database of goods, works, services and their suppliers integrated with the web portal of public procurements, stipulated by the legislation the Republic of Kazakhstan about the state support of industrial and innovative activities according to appendix 1 to this order.
2. Recognize invalid orders of the Ministry of Finance of the Republic of Kazakhstan according to appendix 2 to this order.
3. To department of methodology of public procurements of the Ministry of Finance of the Republic of Kazakhstan (Amrina G. A.) provide in accordance with the established procedure state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its subsequent official publication in mass media.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of collection, generalization and analysis of the reporting taking into account information on purchases at the domestic producers included in the database of goods, works, services and their suppliers integrated with the web portal of public procurements, stipulated by the legislation the Republic of Kazakhstan about the state support of industrial and innovative activities (further - Rules) are developed according to the subitem 3) of article 14 of the Law of the Republic of Kazakhstan of July 21, 2007 "About public procurements".
2. Rules determine procedure for collection, generalization and analysis of the reporting taking into account information on purchases at the domestic producers included in the database of goods, works, services and their suppliers integrated with the web portal of public procurements, stipulated by the legislation the Republic of Kazakhstan about the state support of industrial and innovative activities by authorized body for public procurements by means of the web portal of public procurements.
3. In Rules the following concepts are used:
1) the web portal of public procurements - the state information system providing single point of access to electronic services of electronic public procurements;
2) authorized body on public procurements the state body performing regulation of system of public procurements;
3) subjects of system of public procurements - the physical persons and legal entities performing activities in the sphere of public procurements;
4) the single operator in the sphere of electronic public procurements - the legal entity created according to the decision of the Government of the Republic of Kazakhstan, the single owner of shares (shares in the authorized capital) which is the state.
Other concepts and terms which are not specified in these rules are used in the values determined according to the legislation of the Republic of Kazakhstan.
4. Reports on the carried-out public procurements of goods, works and services, and information on purchasing amounts at the domestic producers included in the database of goods, works, services and their suppliers integrated with the web portal of public procurements, stipulated by the legislation the Republic of Kazakhstan about the state support of industrial and innovative activities are created daily in the automatic mode on the web portal of public procurements in form, according to appendices 1-29 to these rules.
5. The authorized body by means of the web portal of public procurements performs generalization of the reporting which is created on the web portal of public procurements.
6. The provided reporting data are generalized by subjects of system of public procurements in the automatic mode and created in the form of the summary reporting according to appendices 1-29 to these rules on the web portal of public procurements.
7. Rendering services in technical maintenance is performed by the single operator in the sphere of public procurements by means of the web portal and determined by the Rules of carrying out electronic public procurements approved by the order of the Government of the Republic of Kazakhstan of May 15, 2012 No. 623.
8. The analysis of the reporting is performed by authorized body by means of the web portal of public procurements and includes:
comparison of the provided reporting data with the planned public procurements specified in the annual plan of public procurements;
comparison of reporting data with registers in the sphere of public procurements on the web portal of public procurements;
comparison of information on purchasing amounts at the domestic producers included in the database of goods, works, services and their suppliers integrated with the web portal of public procurements, stipulated by the legislation the Republic of Kazakhstan about the state support of industrial and innovative activities with the data containing in agreements on public procurements.
9. The authorized body by collection, generalization and the analysis creates aggregated data of reports on the carried-out public procurements of goods, works and services, and information on purchasing amounts at the domestic producers included in the database of goods, works, services and their suppliers integrated with the web portal of public procurements, stipulated by the legislation the Republic of Kazakhstan about the state support of industrial and innovative activities for the purpose of further representation to the interested bodies and the publication in the statistical bulletin of the Ministry of Finance of the Republic of Kazakhstan.
