About approval of regulations on procedure for forming and maintaining the register of construction contract organizations

In pursuance of the resolution of the President of the Republic of Uzbekistan of March 3, 2014 "About measures for further development of the construction organizations and strengthening of their material and technical resources" the Cabinet of Ministers decides No. PP-2137:

1. Approve Regulations on procedure for forming and maintaining the Register of construction contract organizations, according to appendix.

2. Agree with the offer of Gosarkhitektstroy of the Republic of Uzbekistan on creation in structure of central office of committee of Department of forming and maintaining the Register of construction contract organizations with number in number of 3 units within the established number of managerial personnel.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.

Regulations on procedure for forming and maintaining Register of construction contract organizations

I. General provisions

1. This Provision is developed according to the resolution of the President of the Republic of Uzbekistan of March 3, 2014 No. PP-2137 "About measures for further development of the construction organizations and strengthening of their material and technical resources" and determines procedure for forming and maintaining the Register of construction contract organizations (further - the Register).

2. The decision on inclusion of construction contract organization in the Register and exception of it is accepted by the Working group on further development and strengthening of the material and technical resources of construction contract organizations (further - the Working group) formed by the resolution of the President of the Republic of Uzbekistan of March 3, 2014 No. PP-2137 "About measures for further development of the construction organizations and strengthening of their material and technical resources".

3. Main objectives and tasks of forming and maintaining the Register are:

creation of the single electronic database about construction contract organizations taking into account their completeness permanent construction and production staff, availability of the fixed business assets (own production base, the construction equipment, machines and mechanisms, and also means of small-scale mechanization) according to specialization, organizational structure and nature of the performed building and construction works;

system accumulation of information on condition and capacity of the organizations in the market of construction contractor's work and services in the republic;

ensuring efficiency of use of the centralized funds allocated for construction, reconstruction, general and running repair of objects;

possibility for tracking of information on observance by construction contract organizations of the established town-planning, sanitary standards and rules, terms and quality of the performed building and construction works according to the project documentation and the signed works agreements;

stimulation of competitive construction contract organizations and market development of contractor's work.

4. Maintaining the Register is performed by the State committee of the Republic of Uzbekistan on architecture and construction (further - Gosarkhitektstroy) together with the State committee of the Republic of Uzbekistan according to the statistics (further - Goskomstat).

5. The construction contract organizations included in the Register use the tax, customs and other benefits established by the resolution of the President of the Republic of Uzbekistan of March 3, 2014 No. PP-2137 "About measures for further development of the construction organizations and strengthening of their material and technical resources".
