1. Approve Regulations on procedure for carrying out studying of condition of implementation and development of information and communication technologies in activities of bodies of the public and economic board, the government on places, according to appendix.

2. In the field of communication, informatization and telecommunication technologies to provide inspectorates for control:

high-quality carrying out studying and objective assessment by their results of condition of implementation and development of information and communication technologies in bodies of the public and economic board, the government on places;

in case of development of questionnaires of studying on each body of the public and economic board, the government on places reflection of the tasks and requirements delivered before them government decisions on implementation and further development of information and communication technologies.

3. To provide to the ministry of development of information technologies and communications:

coordination of activities of Inspectorate for control in the field of communication, informatization and telecommunication technologies on high-quality carrying out studying;

introduction by results of the carried-out studying on quarterly basis in the Cabinet of Ministers of the Republic of Uzbekistan information on condition of implementation and development of information and communication technologies in bodies of the public and economic board, the government on places.

4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.

Regulations on procedure for carrying out studying of condition of implementation and development of information and communication technologies in activities of bodies of the public and economic board, the government on places

I. General provisions

1. This Provision determines procedure for carrying out studying of condition of implementation and development of information and communication technologies in activities of bodies of the public and economic board, the government on places, and also quality and reliability of the provided information in the NIS.UZ system.

2. Studying of condition of implementation and development of information and communication technologies in activities of bodies of the public and economic board, the government on places, and also quality and reliability of the provided information in the NIS.UZ system is carried out by Inspectorate for control in the field of communication, informatization and telecommunication technologies (further - Inspection).

In need cases, in the carried-out studying specialists and experts of state bodies, research establishments and other organizations in accordance with the established procedure can be recruited.

3. In this Provision the following basic concepts are applied:

information and communication technologies (further - ICT) - the technologies connected with creation, transfer, processing and information management;

studying - the event held for the purpose of determination of condition of implementation and development of ICT in activities of bodies of the public and economic board, the government on places and also quality and reliability of the provided information in the NIS.UZ system;

the official of Inspection - the specialist assigned to carrying out studying by the order of Inspection;

the NIS.UZ system - the interdepartmental automated information system intended for acceptance, processing and storage of information on condition of implementation and development of ICT in activities of bodies of the public and economic board, the government on places.

4. Requirements of this provision do not extend to the information communications systems of special purpose and objects of informatization containing the state secrets or other secret protected by the law.

II. Purposes and tasks of carrying out studying

5. The purpose of carrying out studying is determination of condition of implementation and development of ICT, quality and reliability of the provided information in the NIS.UZ system, and also development of measures for increase in efficiency of implementation and use of ICT in activities of bodies of the public and economic board, the government on places.

6. Tasks of carrying out studying are:

the analysis of current status and identification of the factors interfering effective implementation and development of ICT in activities of bodies of the public and economic board, the government on places;

determination of quality and reliability by the represented bodies of the public and economic board, the government on places of information in the NIS.UZ system;

rendering assistance to bodies of the public and economic board, the government on places in development of measures for elimination of the revealed shortcomings and to increase in efficiency of implementation and development of ICT;

preparation of offers on the priority directions of further development and implementation of ICT in activities of bodies of the public and economic board, the government on places taking into account efficiency evaluation of implementable projects and the taken measures.

III. Organization and carrying out studying

7. For the purpose of the organization of studying by the Ministry of development of information technologies and communications of the Republic of Uzbekistan (further - Mininfoky) the schedule of carrying out studying affirms.

8. The schedule of carrying out studying is created on the basis:

results of efficiency evaluation of implementation and development of ICT in activities of bodies of the public and economic board, the government on the places through the NIS.UZ system which are carried out on quarterly basis;
