About approval of the Regulations on realization of the state registration registration plates with special combination of figures on vehicles

1. Approve the enclosed Regulations on realization of the state registration registration plates with special combination of figures and/or letters on vehicles.

2. Determine the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic authorized body by realization of the state registration registration plates with special combination of figures and/or letters on vehicles.

3. Determine that 85 percent of profit on realization of the state registration registration plates with special combination of figures on vehicles are subject to transfer in the republican budget, 10 percent of profit go to the account of authorized body on realization of the state registration registration plates with special combination of figures and/or letters and 5 percent of the got profit - into the special account of the Ministry of Justice of the Kyrgyz Republic.

4. To the ministry of digital development to take necessary measures for implementation of this resolution.

5. To the Ministry of Justice of the Kyrgyz Republic in accordance with the established procedure to prepare and submit projects of the regulatory legal acts following from this resolution for consideration of the Government of the Kyrgyz Republic.

6. Declare invalid the order of the Government of the Kyrgyz Republic "About approval of the Regulations on procedure for issue of the state registration registration plates with special combination of figures on vehicles" of September 23, 2011 No. 573.

7. This resolution becomes effective from the date of official publication.

8. To impose control of execution of this resolution on department of digital development of Administration of the President of the Kyrgyz Republic.

Regulations on realization of the state registration registration plates with special combination of figures and/or letters on vehicles

1. General provisions

1. This Regulations on realization of the state registration registration plates with special combination of figures on vehicles (further - the Provision) regulate the questions connected with realization of the state registration registration plates with special combination of figures and/or letters on vehicles.

2. Realization of the state registration registration plates with special combination of figures and/or letters is performed by holding online auction, and also without its carrying out, according to this Provision.

3. The list and cost of registration plates with special combination of figures on vehicles (further - the List) is posted on the official site of authorized body and in mass media for general acquaintance.

3-1. The list and cost of the state registration registration plates with special combination of letters on vehicles (further - the List 2) are determined in appendix 2 to this Provision and are posted on the official site of authorized body, and also in mass media, for general acquaintance.

online auction step - the allowance by which during the online auction the starting price and each following price announced by system of holding online auction raises;

the participant - the physical person registered in accordance with the established procedure, determined by this Provision, for participation in online auction;

the winner - the participant who won at online auction;

authorized body - the State agency on registration of vehicles and driver's structure under the Cabinet of Ministers of the Kyrgyz Republic;

the certificate - the document / the electronic document of the established form confirming the fact of acquisition of registration plate with special combination of figures and/or letters.

3. Realization of the state registration registration plates with special combination of figures and/or letters by holding online auction

5. The registration plates with special combination of figures specified in Items 1-4 of the List (appendix to this Provision) are implemented at online auction.

5-1. The citizen wishing to acquire by means of participation in online auction registration plate with special combination of the figures specified in Items 1-4 of the List can specify in addition to it special combination of letters according to the List 2 and create the corresponding electronic request on the website of authorized body.

5-2. After carrying out the processing including check on compliance to requirements of the List 2, the electronic request created on the website of authorized body contains the following data:

- registration plate with special combination of figures and/or letters;

- the starting cost of registration plate with special combination of figures and/or letters;

- date of online auction.

6. Information on holding online auction, management on order of registration are posted on the website of authorized body no later than 10 calendar days before date of its carrying out.

7. The information message shall contain the following data:

- the registration plate exposed on online auction containing special combination of figures and/or letters;

- the starting price of the registration plate exposed on online auction with special combination of figures and/or letters;

- online auction step size;

- date, time and format of holding online auction;

- period of registration for participation in online auction;

- phone number, the address and other contact information where it is possible to obtain information on the held online auction.
